Job Overview: The position of Consultor/a nacional para evaluación Final del Proyecto involves conducting a final evaluation of the project titled 'Environmentally Sound Management and Destruction of PCBs in Mexico: Second Stage'. The consultant will work closely with the project leader to assess the achievement of project results against the expected outcomes outlined in the project document (Prodoc). The evaluation aims to provide insights into the effectiveness and impact of the project, ensuring that lessons learned can inform future initiatives. The consultant will be responsible for developing a methodological proposal for the evaluation, which will guide the assessment process. The role requires a combination of analytical skills, project management experience, and the ability to work collaboratively with various stakeholders, including government officials and UNDP staff. The consultant will also need to conduct field visits to project sites to gather data and validate findings, ensuring a comprehensive evaluation process.
Duties and Responsibilities: The consultant will have several key responsibilities, including:
Developing a detailed methodological proposal for the final evaluation, outlining the approach, tools, and techniques to be used.
Collaborating with the project leader and UNDP monitoring and evaluation units to define the evaluation criteria and indicators.
Conducting field visits to project sites to collect data, engage with stakeholders, and observe project implementation.
Analyzing data collected from various sources, including interviews, surveys, and project documentation.
Preparing a comprehensive evaluation report that summarizes findings, conclusions, and recommendations for future projects.
Presenting the evaluation results to UNDP and relevant stakeholders, facilitating discussions on lessons learned and potential improvements.
Ensuring that the evaluation process adheres to UNDP's guidelines and standards for evaluations.
Required Qualifications: Candidates must possess a strong background in project evaluation, particularly in the context of environmental projects. They should have proven experience in developing evaluation methodologies and conducting evaluations for international organizations or government agencies. Strong analytical skills, excellent communication abilities, and proficiency in report writing are essential. Additionally, candidates should demonstrate the ability to work collaboratively with diverse teams and stakeholders, including government officials and community representatives. Familiarity with UNDP's operational procedures and guidelines will be considered an asset.
Educational Background: A master's degree in a relevant field such as environmental science, social sciences, public administration, or a related discipline is required. Experience: The position requires a minimum of 5 years of professional experience in project evaluation, particularly in the environmental sector. Candidates should have a track record of successfully conducting evaluations for international development projects, demonstrating their ability to assess project effectiveness and impact. Experience working with UN agencies or similar organizations is highly desirable, as is familiarity with the specific challenges and opportunities related to environmental management in Mexico.
Languages: Fluency in Spanish is mandatory, as the evaluation will involve working with local stakeholders and reviewing project documentation in Spanish. Proficiency in English is also required, as the final evaluation report will need to be prepared in English for international stakeholders. Knowledge of additional languages relevant to the local context may be considered an asset.

The consultant will work remotely but will be required to travel to project sites as agreed upon in the methodological proposal. The payment structure will consist of three payments, contingent upon the delivery and acceptance of evaluation products and services. This position is not exclusive, allowing the consultant to engage in other projects simultaneously.
