Job Overview: The position of International Consultant for Teleradiology Procurement is designed to provide expert support in the procurement process related to teleradiology services. The consultant will be responsible for advising on best practices in procurement, ensuring compliance with UNDP procurement policies, and facilitating the acquisition of high-quality teleradiology services. This role requires a deep understanding of the healthcare procurement landscape, particularly in the context of radiology services, and the ability to navigate complex procurement processes. The consultant will work closely with UNDP staff and stakeholders to assess needs, develop procurement strategies, and implement effective solutions that meet the requirements of the healthcare sector in Montenegro. The assignment is expected to commence at the end of March 2025 and conclude at the end of December 2025, allowing for a comprehensive engagement in the procurement cycle.
Duties and Responsibilities: The duties and responsibilities of the International Consultant include but are not limited to:
Conducting a thorough needs assessment for teleradiology services in collaboration with healthcare providers and stakeholders.
Developing a detailed procurement plan that aligns with UNDP policies and the specific needs of the healthcare sector.
Advising on the selection criteria for potential teleradiology service providers, ensuring that quality and compliance standards are met.
Facilitating the tendering process, including the preparation of tender documents, evaluation of bids, and recommendations for contract awards.
Providing training and capacity building for UNDP staff and local stakeholders on procurement best practices and teleradiology service management.
Monitoring and evaluating the procurement process to ensure transparency and accountability.
Preparing reports and documentation related to the procurement process for submission to UNDP management and stakeholders.
Engaging with suppliers and service providers to negotiate terms and conditions that are favorable to UNDP and the healthcare sector.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A proven track record in procurement, particularly in the healthcare sector, with a focus on teleradiology or related services.
Strong knowledge of UNDP procurement policies and procedures.
Excellent analytical and problem-solving skills, with the ability to assess complex procurement needs and develop effective strategies.
Strong communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
Demonstrated experience in project management and the ability to manage multiple tasks and deadlines effectively.
Educational Background: Candidates should have a minimum of a Master's degree in a relevant field such as healthcare management, procurement, business administration, or a related discipline. Additional certifications in procurement or project management would be an advantage.
Experience: The position requires a minimum of 5 years of relevant professional experience in procurement, with a strong emphasis on healthcare services. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Familiarity with teleradiology services and the healthcare procurement landscape in Montenegro or similar contexts will be considered an asset.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Montenegrin or other regional languages would be considered a valuable asset, enhancing communication with local stakeholders and service providers.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is from the end of March 2025 to the end of December 202
The consultant will be expected to work on a full-time basis during this period, with flexibility in terms of location as long as the consultant can effectively engage with UNDP and stakeholders in Montenegro. Compensation will be commensurate with experience and in line with UNDP standards for individual contractors.
