Job Posting Organization: The Peacebuilding Support Office (PBSO) was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). It was created based on the founding resolutions A/RES/60/180 and S/RES/1645(2005) by the Secretary-General. PBSO comprises three branches: the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch, and the Financing for Peacebuilding Branch. The office is led by an Assistant Secretary-General (ASG) and operates under the Department of Political and Peacebuilding Affairs (DPPA), which focuses on five key action areas in international peace and security" style="border-bottom: 1px dotted #007bff !important;">security. The mission of PBSO is to prevent and resolve conflicts through inclusive political solutions, and it plays a crucial role in the allocation of resources for peacebuilding initiatives.
Job Overview: The Programme Officer position is critical for leading the implementation of the Peacebuilding Fund’s (PBF) resources to country-level programmes, particularly in French-speaking countries. The officer will work closely with country-level actors to develop, implement, and evaluate peacebuilding programmes. This role involves monitoring and analyzing programme/project development, conducting consultations with various stakeholders, and ensuring quality control and evaluation of the programmes. The Programme Officer will also be responsible for generating data-driven insights, preparing written outputs, and providing substantive support for meetings and outreach activities. The position requires a strong understanding of peacebuilding processes and the ability to coordinate complex projects effectively.
Duties and Responsibilities: The Programme Officer will have a wide range of responsibilities, including:
Collaborating with country-level actors to guide the development and evaluation of PBF-financed programmes.
Monitoring and analyzing programme/project development and implementation, identifying issues, and initiating corrective actions.
Conducting consulting assignments and facilitating workshops to assist in developing action plans for programme implementation.
Researching and analyzing information regarding peacebuilding programme design and effectiveness.
Coordinating policy development and preparing evaluations or research studies.
Designing data collection tools and analyzing survey responses to identify trends.
Preparing written outputs such as background papers, reports, and publications.
Providing support for meetings and conferences, including proposing agenda topics and preparing documents.
Leading field missions and coordinating outreach activities, including training workshops. 1
Managing budget-related activities and preparing financial documents. 1
Collecting and analyzing data for insights and reporting.
Required Qualifications: Candidates must possess a strong background in project or programme management, with a minimum of seven years of progressively responsible experience in relevant areas. Experience in peacebuilding or conflict prevention is essential, along with familiarity with the UN system or relevant organizations. Candidates should demonstrate the ability to manage complex projects and liaise effectively with various stakeholders, including government agencies and NGOs. Training in monitoring and evaluation (M&E) and results-based programming is also desirable, as is experience in data analytics or related fields.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: The position requires at least seven years of progressively responsible experience in project or programme management, with a focus on peacebuilding or conflict prevention. Candidates should have experience working with the UN, national governments, or NGOs, and at least two years of resident experience in a relevant development setting is desirable. Experience in peacebuilding and/or peace operations within the UN system is also preferred, along with experience in liaising with various stakeholders and training in M&E and results-based programming.
Languages: Fluency in both English and French (oral and written) is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage.
Additional Notes: This position is financed by extrabudgetary sources for one year, with the possibility of extension depending on funding availability.
