Job Overview:
The Resources Management Officer – Budgeting and Financial Compliance plays a crucial role in ensuring that Implementing Partners (IPs) adhere to internal controls and financial, human resources, and procurement policies. This position requires a comprehensive understanding of financial management systems and the ability to assess and enhance the capacity of IPs. The incumbent will work closely with various stakeholders to ensure that financial transactions are conducted in accordance with IOM regulations, and will be responsible for conducting assessments, reviews, and providing guidance to improve financial practices among IPs. The role also involves capacity building through workshops and the development of standard operating procedures, ensuring that IPs are well-equipped to manage their financial responsibilities effectively.

Duties and Responsibilities:
  • Assess and improve the IP Capacity Assessment (CA) tool and IP Performance Evaluation tool, providing recommendations for enhancements.
  • Conduct IP Capacity Assessments and prepare reports detailing risk levels and areas for improvement.
  • Collaborate with the Program Unit to review IP proposals, ensuring budget line items are reasonable and reflect market rates.
  • Participate in Implementing Partner Selection Committees, providing verifiable information regarding IP performance.
  • Ensure compliance with IOM procurement and financial regulations during IP transactions.
  • Review tender announcements for clarity and adequacy of information, ensuring they are widely advertised.
  • Prepare work programs for financial reviews and determine testing procedures based on IP assessments.
  • Guide staff in reviewing IP financial reports, ensuring eligibility of expenditures and adequacy of supporting documents.
  • Conduct midterm and final spot-checks on financial documents and provide feedback to IPs. 1
  • Collaborate with the Programme Unit to ensure monitoring and evaluation reports are considered before payments. 1
  • Develop standard operating procedures and guidance notes for IPs. 1
  • Create forms for IPs to facilitate tracking and reporting, and contribute to automating the IP project life cycle. 1
  • Conduct workshops to enhance IP capacity in financial systems and clarify IOM procedures. 1
  • Manage a portfolio of IPs, providing technical support and remote management as needed. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • Master’s degree in Accounting, Finance, Public Administration, or a related field from an accredited institution, or a University degree in the same fields with two years of relevant professional experience.
  • Professional certification as a Chartered Accountant or certified public accountant is an advantage.
  • In-depth knowledge of migration-related subjects and familiarity with UN and bilateral donor programming.
  • Strong understanding of financial rules and regulations, including International Public Sector Accounting Standards (IPSAS).

Educational Background:
Candidates must possess a Master’s degree in Accounting, Finance, Public Administration, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields combined with two years of relevant professional experience is acceptable. Professional certifications such as Chartered Accountant or certified public accountant are considered advantageous and may enhance a candidate's profile.

Experience:
Candidates should have experience in project finance management, including project finance reporting and conducting audits or IP reviews. This experience is crucial for understanding the complexities of financial compliance and ensuring that IPs adhere to IOM's financial regulations and standards.
