Job Overview:
The HR Associate in the Recruitment, Classification and Post Management Section (RCP) at ICAO Headquarters plays a crucial role in coordinating and implementing recruitment activities for various Bureaus and Offices. This position involves managing the recruitment process for fixed-term positions, ensuring compliance with policies and regulations, and providing guidance to hiring managers. The HR Associate will also handle job classification requests and oversee post management activities, contributing to the overall efficiency of the human resources function within the organization. The role requires a proactive approach to recruitment, including outreach initiatives and collaboration with hiring managers to develop effective recruitment strategies.

Duties and Responsibilities:
  • Coordinate and participate in the recruitment and selection process for all staff categories, ensuring adherence to timelines and policies.
  • Conduct quality control checks throughout the recruitment process, flagging any deviations.
  • Prepare and publish job openings on various platforms, including ICAO’s employment page and LinkedIn.
  • Guide hiring managers in developing screening questions and participate in candidate selection, including vetting applications and validating shortlists.
  • Administer written tests and organize interviews, ensuring confidentiality and objective assessment.
  • Manage correspondence with candidates and hiring managers throughout the recruitment process.
  • Initiate reference checks and other onboarding steps for recommended candidates.
  • Provide guidance on recruitment procedures and support hiring managers in using the UN recruitment system.
  • Serve as an ex-officio member of interview panels, advising on procedures and ensuring fair treatment of candidates. 1
  • Process job classification requests and coordinate classification reviews with relevant entities. 1
  • Prepare recruitment reports and contribute to process optimization in recruitment and staffing. 1
  • Execute talent outreach initiatives to enhance ICAO’s visibility and attract diverse candidates. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • A minimum of six years of experience in human resources or a related field is required.
  • Experience in recruitment, candidate assessment, and selection is essential.
  • Proficiency in using Enterprise Resource Planning systems is required.
  • Familiarity with modern recruitment systems is necessary.
  • Experience in job analysis and classification is desirable.
  • Knowledge of HR data analytics is a plus.
  • Previous work experience in the UN system is advantageous.

Educational Background:
A high school diploma or equivalent education is required, supplemented by additional training or certification in human resources, business administration, or a related field.

Experience:
Candidates must have at least six years of relevant experience in human resources or a related field, with a strong focus on recruitment and selection processes. Experience with Enterprise Resource Planning systems and modern recruitment systems is also required, along with a desirable background in job analysis and classification.

Languages:
Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of any other UN language (Arabic, Chinese, French, Russian, Spanish) is considered desirable.

Additional Notes:
This position is locally recruited and restricted to Canadian citizens, permanent residents, or applicants with a valid work permit in Canada. The contract is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the Standards of Conduct for the International Civil Service. The position offers a net base salary of CAD 49,278 per annum, along with an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC).
