Job Overview:
The Project Management Support Officer plays a crucial role in assisting the Project Management Support Specialist in the daily operations of the mission. This position involves coordinating mission progress and implementation, closely monitoring operational and financial performance, identifying potential issues, and supporting problem analysis and solution identification. The officer is expected to draft necessary correspondence for stakeholders and prepare mission reports. The role requires adaptability to work in complex and challenging environments with limited resources, ensuring that project management methods and strategies are adhered to, ultimately contributing to the success of the projects undertaken by UNOPS.

Duties and Responsibilities:
The Project Management Support Officer will be responsible for a variety of functions, including but not limited to:
  • Project Implementation: Supporting the Project Management Support Specialist in ensuring adherence to UNOPS policies and procedures, monitoring project financials, tracking expenditures, managing information flows, and assisting in project planning.
  • Financial and Procurement Management: Maintaining project financial documents, ensuring accurate data entry into the ERP system, monitoring budgets, processing payments, and producing financial reports.
  • Project Monitoring and Reporting: Providing inputs for project reports, maintaining records of project files, and assisting in the preparation of project completion reports.
  • Coordination and Liaison: Managing contracts, coordinating with support units, and liaising with the Programme Management Office.
  • Knowledge Management and Innovation: Compiling lessons learned and contributing to the dissemination of best practices.
  • Operational and Logistic Support: Assisting in preparing amendments of agreements, ensuring conformity of project disbursement requests, and managing travel for project personnel. The officer will also supervise project assistants and maintain records of project files and activity reports.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in Business Administration, Supply Chain Management, Logistics, Emergency Management, International Relations, or other relevant fields. A Master’s Degree in these areas is considered an asset. Additionally, certifications such as PRINCE2® Foundation/Practitioner are advantageous. Candidates should demonstrate strong skills in budget preparation, financial reporting, coordination, and report writing, particularly within the context of project management and operations management.

Educational Background:
A Bachelor’s Degree in relevant fields such as Business Administration, Supply Chain Management, Logistics, Emergency Management, or International Relations is required. A Master’s Degree in these areas will be considered an asset, enhancing the candidate's qualifications for the role.

Experience:
A minimum of two years of relevant experience in Project Management or Operations Management is required. Experience in humanitarian emergency contexts, including knowledge of humanitarian coordination mechanisms, donors, and security" style="border-bottom: 1px dotted #007bff !important;">security operations, is an asset. Familiarity with UN rules and procedures in procurement, finance, and HR management is also advantageous. Working experience in Ethiopia is considered a plus, as it provides valuable context for the role.

Languages:
Fluency in English, both written and spoken, is mandatory. Knowledge of another UN official language is considered an asset, enhancing communication capabilities within the organization and with diverse stakeholders.

This position is classified as a Local Individual Contractor Agreement (LICA) at level
