The UNOPS Horn of Africa Multi-Country Office (HAMCO) was established in 2009 and operates in four countries within the Horn of Africa: Ethiopia, Djibouti, Sudan, and South Sudan. The office is located in Addis Ababa and focuses on providing services in infrastructure, procurement, project management, human resources, and fund management across various sectors, including health, education, agriculture, and resilient infrastructure. The mission of UNOPS is to support countries and help people in need by delivering on its mandate of infrastructure, procurement, and project management, particularly in complex operating environments. UNOPS has initiated several infrastructure projects with priority partners, leveraging its global experience to enhance service delivery in the region.

Job Overview:
The Logistics Senior Officer will be based in Addis Ababa, Ethiopia, and will report directly to the Logistics Specialist. This role involves planning and managing logistics activities to ensure the timely and cost-effective delivery of goods to clients, adhering to UNOPS Financial Rules and Regulations and the Procurement Manual. The officer will coordinate the logistics component of the supply chain, manage procurement contracts, and ensure compliance with financial regulations. The position requires collaboration with procurement officers, partners, suppliers, and government offices to facilitate customs clearance and delivery of procured items. The Logistics Senior Officer will also develop storage and distribution strategies, monitor shipment progress, maintain inventory records, and assist in training operations staff on logistics processes. The role is critical in ensuring that goods and services meet the needs of partners and that logistics bottlenecks are addressed promptly.

Duties and Responsibilities:
The Logistics Senior Officer will perform a variety of duties, including but not limited to: planning and managing logistics activities, coordinating with procurement officers, ensuring compliance with financial regulations, liaising with partners and suppliers for customs clearance, developing storage and distribution strategies, monitoring shipment progress, maintaining logistics documentation, drafting correspondence related to logistics, supervising customs clearance, exploring methodologies for operational improvements, arranging transportation of goods, assisting in storage and distribution activities, addressing partner complaints regarding goods quality, and traveling within Ethiopia to support program issues. The officer will also establish effective relationships with project managers, raise logistics bottlenecks for prioritization, coordinate with logistics clusters during emergencies, and assist in preparing lessons learned and best practices in logistics and procurement.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s Degree) in Purchasing, Supply Chain Management, Business Administration, Public Administration, Procurement, or a related field. Alternatively, a first-level university degree (Bachelor's Degree) in the same fields, combined with four years of relevant experience, may be accepted. Certification in CIPS or other Procurement Practitioner Certification is considered an asset. Candidates should have a minimum of two years of relevant experience in logistics, operations management, or supply chain management at the national or international level, with at least one year of experience working with International Commercial Terms (Incoterms). Knowledge of UN rules and regulations and experience with logistics and supply chain management systems are advantageous.

Educational Background:
The educational background required for this position includes an Advanced University Degree (Master’s Degree) in fields such as Purchasing, Supply Chain Management, Business Administration, Public Administration, Procurement, or related areas. A first-level university degree (Bachelor's Degree) in these fields, along with four years of relevant experience, may also be accepted in lieu of the advanced degree. Additional certifications, such as CIPS, are considered beneficial for candidates.

Experience:
The position requires a minimum of two years of relevant experience in logistics, operations management, or supply chain management, particularly in warehouse management. Candidates should have at least one year of experience working with International Commercial Terms (Incoterms) and familiarity with in-country customs rules and regulations is highly desirable. Experience in coordinating logistics activities and effective planning and communication skills are essential for success in this role.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Knowledge of another UN official language is considered an asset, enhancing the candidate's profile and ability to communicate effectively in a diverse work environment.

Additional Notes:
This position is offered under a Local Individual Contractor Agreement (LICA) at the LICA9/ICS-9 level. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
