National Consultant - Economic Reintegration, Private Sector Engagement and Financial Inclusion

Job Overview:
The National Consultant will play a crucial role in supporting IOM Ethiopia's programming by ensuring that private sector engagement aligns with IOM's guidelines. This position will involve working across multiple sectors within IOM Ethiopia, particularly focusing on economic reintegration, private sector engagement, and financial inclusion. The consultant will be responsible for developing strategies, facilitating partnerships, and operationalizing initiatives that promote economic opportunities for returnees and vulnerable communities. The role requires a comprehensive understanding of the local economic landscape, the ability to engage with various stakeholders, and the capacity to implement effective programs that support sustainable livelihoods and financial inclusion.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to: developing a Private Sector Engagement Strategy for IOM Ethiopia's reintegration programming; engaging with government stakeholders to analyze their private sector engagement; organizing private sector engagement events; facilitating private sector dialogue forums; supporting partnerships with financial institutions and microfinance providers; promoting entrepreneurship and enterprise development; coordinating with Job Centres and other employment service providers; developing referral pathways for beneficiaries; and producing recommendations for scaling and sustainability of economic inclusion initiatives. The consultant will also be responsible for monitoring and reporting on the effectiveness of these initiatives, ensuring that they meet the needs of the target populations and align with IOM's strategic objectives.

Required Qualifications:
Candidates must possess a Master's degree in business administration, management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a university degree in the same fields with seven years of relevant experience is acceptable. The successful candidate should demonstrate a strong background in economic reintegration, private sector engagement, financial inclusion, and partnership building. Skills in stakeholder mapping, negotiation, and facilitation of multi-stakeholder dialogue platforms are essential. Additionally, candidates should have proven experience in monitoring, evaluation, and results reporting, as well as strong analytical and communication skills.

Educational Background:
A Master's degree in business administration, management, or a related field is required. Candidates with a university degree in these fields must have at least seven years of relevant professional experience. The educational background should provide a solid foundation in economic principles, business development, and management practices, which are critical for the successful execution of the consultant's responsibilities.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in areas such as economic reintegration, employment promotion, private sector engagement, and financial inclusion. Candidates should have experience in developing and implementing referral pathways, community stabilization, and resilience programming. Familiarity with the Ethiopian institutional and labor market context is highly desirable, as is experience in design" style="border-bottom: 1px dotted #007bff !important;">program design, implementation, and monitoring within humanitarian or development contexts.

Languages:
Proficiency in English and Amharic is required for this consultancy. Candidates will be evaluated on their language skills during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The consultancy will involve field visits to project sites, and IOM covers consultants against occupational accidents and illnesses under the Compensation Plan. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
