Job Overview:
The Project Manager position is crucial for overseeing the day-to-day operations of projects within the Ethiopia Country Office Transactional Unit team. The selected candidate will work under the direct supervision of the Portfolio Senior Manager, ensuring that projects are executed to meet intended outcomes and adhere to high standards of project management practices. The role involves managing project delivery, performance, and stakeholder engagement while ensuring compliance with organizational policies and procedures. The Project Manager will also be responsible for mentoring and coaching project management teams to enhance their capacity to deliver impactful projects, thereby contributing to the overall mission of UNOPS in the region.

Duties and Responsibilities:
The Project Manager (Transactional) will be responsible for the following duties:
  • Project Delivery and Performance: Implement the approved project plan, manage project milestones, ensure sustainability dimensions are embedded, liaise with external suppliers, monitor project progress, and lead contract management duties.
  • Procedures: Comply with organizational policies, manage reporting obligations, draft procurement requirements, maintain project files, and manage budgets and cash flow.
  • Monitoring and Reporting: Prepare regular project and financial reports, review project status, maintain diaries and progress reports, and oversee delivery data.
  • Stakeholder Engagement: Manage stakeholder mapping, establish strong working relationships with local authorities and humanitarian actors, and coordinate project communications.
  • Personnel Management: Lead and motivate the project management team, ensure performance reviews are conducted, recruit and train team members, and ensure safety and security" style="border-bottom: 1px dotted #007bff !important;">security for all personnel.
  • Knowledge Management and Innovation: Encourage capacity building activities, share best practices, and contribute to lessons learned procedures.
  • Overall Impact: The Project Manager will directly impact project results by adhering to project management methods, reducing risks, and improving success rates, thereby enhancing UNOPS's visibility and effectiveness as a service provider.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s Degree or equivalent) in Project Management, Business Management, Development Studies, Procurement/Supply Chain Management, or other relevant disciplines. Alternatively, a first University Degree (Bachelor’s Degree or equivalent) combined with an additional 2 years of relevant work experience may be accepted. Certification in Project Management (such as PRINCE2 Foundation or PMI) is considered an asset. Candidates should also have strong writing and reporting skills, experience in risk management, and familiarity with UNOPS procedures.

Educational Background:
An Advanced University Degree (Master’s Degree or equivalent) in relevant fields is required. A first University Degree (Bachelor’s Degree or equivalent) may be accepted with additional relevant work experience. Certification in Project Management is an asset.

Experience:
A minimum of two years of progressive experience in a Project/Programme Management role is required. Candidates should have experience in managing multidisciplinary teams, developing stakeholder engagement plans, and familiarity with project management software tools. Previous experience with procurement processes and knowledge of the UN system is advantageous.

Languages:
Fluency in written, reading, and spoken English is mandatory. Fluency in written, reading, and spoken Amharic is also required. Additional language skills may be beneficial but are not specified as mandatory.

The contract type is a Local Individual Contract (LICA) at level LICA 9 (ICS 9) with an open-ended duration, subject to organizational requirements, availability of funds, and satisfactory performance.
