Job Overview:
The Programme Management Officer position is situated within the Climate Change, Food Security and Natural Resource Management Division (CFND) of the ECA. The role focuses on the implementation, monitoring, and evaluation of various programs and operations aimed at achieving inclusive development and reducing poverty and inequalities in Africa. The officer will engage in developing and evaluating assigned programs/projects, conducting research and analysis, assisting in policy development, and preparing various written outputs. The position also involves outreach activities, training workshops, and field missions, ensuring that the initiatives align with the broader goals of the ECA and contribute to the Sustainable Development Goals (SDGs).

Duties and Responsibilities:
The Programme Management Officer will participate in the development, implementation, and evaluation of assigned programs/projects, monitor and analyze their progress, and propose corrective actions as necessary. Responsibilities include conducting consulting assignments, facilitating workshops, researching and analyzing information from diverse sources, assisting in policy development, designing data collection tools, preparing written outputs such as reports and background papers, providing support for meetings and conferences, conducting training workshops, and participating in field missions. The officer will also coordinate budget-related activities, collect and analyze data to identify trends, and perform other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of theories, concepts, and approaches relevant to project and program management. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities. Professionalism, effective communication skills, and the ability to incorporate gender perspectives into work are essential. The role requires a proactive approach to problem-solving and the ability to work efficiently under pressure.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Additionally, two or more years of experience in data analytics or a related field is desirable. Familiarity with ERP systems, business intelligence tools, and proficiency in Excel and PowerPoint is also beneficial.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required, with a minimum level of proficiency specified for reading, writing, listening, and speaking according to the UN Language Framework.
