Job Overview:
The Data Procurement Officer will serve as the primary contact for data and information sourcing and procurement within the IEA. This role involves evaluating existing subscriptions to optimize purchasing decisions and advising IEA staff on relevant external data sources. The officer will guide colleagues on their data procurement strategies, contributing to all stages of the procurement process, including evaluating proposals, negotiating with suppliers, and ensuring compliance with contractual obligations. The position also entails managing the data procurement budget and ensuring that users are aware of their rights and obligations regarding data access and usage. The officer will play a crucial role in modernizing the IEA's data strategy and ensuring that the organization has the necessary resources to support its mission.

Duties and Responsibilities:
The Data Procurement Officer will be responsible for the following duties:
  • Act as the IEA’s contact point for data and information sourcing and procurement.
  • Evaluate existing subscriptions to avoid unnecessary purchases and research external data sources.
  • Plan and guide IEA colleagues on their information and data procurement strategy in consultation with the IEA legal office and OECD’s Corporate Procurement Group.
  • Contribute to all stages of the procurement process, including evaluating technical and commercial aspects of proposals, negotiating with suppliers, and liaising with the IEA legal office for contractual documentation.
  • Draft market consultation and Call for Tender documentation as needed and participate in OECD Procurement Board meetings.
  • Manage the data/information procurement budget in coordination with the IEA Finance Unit.
  • Ensure compliance with data access, storage, usage, and data protection issues, negotiating usage rights with suppliers and assisting with compliance monitoring.
  • Manage IEA reference and documentation resources, including publications and trade subscriptions.
  • Handle reference requests and maintain up-to-date access details for subscriptions and websites.

Required Qualifications:
The ideal candidate should possess a university degree in a relevant field such as knowledge and information resource management, Finance, Law, Economics, Business Administration, or related areas. Additionally, candidates should have at least 3 years of experience in procurement of information and knowledge subscriptions, as well as resource/reference management systems. Proven ability to manage multiple complex projects, prepare contractual documentation, and maintain relationships with data providers is essential. Candidates should also demonstrate strong computer literacy, particularly with bibliographic catalogue software and content management systems, and have a good understanding of finance and procurement tools.

Educational Background:
Candidates must have a university degree in a relevant area such as knowledge and information resource management, Finance, Law, Economics, Business Administration, or other related fields. This educational background is crucial for understanding the complexities of data procurement and management.

Experience:
Candidates should have a minimum of 3 years of professional experience in the procurement of information and knowledge subscriptions, as well as experience in resource/reference management systems. Experience in preparing contractual documentation and managing competitive procurement processes is advantageous. The ability to work autonomously and manage multiple projects effectively is also required.

Languages:
Excellent knowledge of written and spoken English is mandatory. A working knowledge of other languages would be considered an advantage, enhancing the candidate's ability to communicate and collaborate in a diverse international environment.

Additional Notes:
The position is a 13-month fixed-term appointment, with the possibility of renewal for up to 36 months. The monthly salary starts at 5,134 EUR, plus allowances based on eligibility, and is exempt from French income tax.
