Job Overview: The Area Manager for West Libya will hold overall responsibility for the designated area, ensuring that NRC's programs and operations align with the organization's mission, policies, and country-specific strategies. This role is crucial for the effective implementation of high-quality and cost-effective programs/projects within Libya's geographical context. The Area Manager will assess needs, develop, and implement response plans, particularly focusing on expanding operations to support communities that are hard to reach due to conflict, displacement, and disaster. The position requires leading the development and execution of NRC's area-level strategy, fostering a positive workplace culture, and enhancing staff capacity to improve services for affected populations. The Area Manager will also represent NRC in engagements with external stakeholders, ensuring adherence to humanitarian principles and maintaining safety and security for staff.
Duties and Responsibilities:
Assess community needs and develop response plans to expand operations in hard-to-reach areas affected by conflict and disaster.
Lead the development and implementation of NRC's area-level strategy in accordance with the humanitarian context and NRC Libya's country strategy.
Manage the Area Management Team (AMT) and promote a robust workplace culture across various teams and departments.
Enhance staff capacity and care at the Area Office level to improve services to affected populations.
Ensure high-quality responses to communities, maintaining diverse stakeholder engagement and adherence to humanitarian principles.
Represent NRC in coordination with external stakeholders, including UN agencies, NGOs, donors, and local authorities.
Ensure effective emergency response at the Area Office level by enhancing leadership and preparedness.
Oversee project implementation, ensuring optimal resource use within allocated budgets and compliance with contractual commitments.
Organize grants opening and closure meetings at the Area Level. 1
Advocate for the rights of internally displaced persons (IDPs), returnees, and refugees in line with NRC's advocacy strategy.
Required Qualifications:
Minimum of 5 years of experience in a Senior Project Manager role within a humanitarian or recovery context.
Proven experience working in complex and volatile environments, particularly in Libya.
Demonstrated experience in remote management and delivering assistance in hard-to-reach areas.
Experience: Candidates should possess a minimum of 5 years of relevant experience in project management within humanitarian contexts. Experience in leadership roles, particularly in challenging environments, is essential. Familiarity with the Libyan context and previous work in similar settings will be highly regarded.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in Arabic is considered a beneficial asset, enhancing communication with local stakeholders and communities.
Additional Notes: The duty station for this position is Tripoli, Libya, subject to visa approval. Due to the current barriers to international access in Libya, the successful candidate may initially work remotely from Tunis or another location until travel to Libya is feasible. The contract duration is for 12 months, with the possibility of extension. The role may require travel of 20-30%. The salary will be based on NRC's Grade 10 salary scale, along with accompanying terms and conditions.
