Job Overview:
The position of IC Consultant for Portfolio Evaluation involves conducting evaluations of projects aimed at rehabilitating war-damaged social infrastructure in Ukraine. The consultant will be responsible for the final evaluation of the 'EU4UASchools' project and the mid-term evaluation of the 'Repair of Schools in the War Affected Areas' project. The evaluations will assess the progress towards achieving project objectives, analyze the effectiveness and efficiency of the interventions, and provide recommendations for future actions. The consultant will work closely with stakeholders, including local governments and community members, to gather insights and data necessary for the evaluations. This role is crucial in ensuring accountability and guiding future UNDP interventions in the context of ongoing challenges posed by the war in Ukraine.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Collecting data and insights on project implementation through meetings and interviews with stakeholders.
  • Conducting consultations with project teams and partners to assess their views on project progress and needs.
  • Analyzing project performance against established objectives and outputs, including evaluating the relevance of project goals in light of the ongoing war.
  • Reviewing project strategies and identifying risks to sustainability, including weaknesses in design and management.
  • Assessing indicators of success or failure and recommending necessary adjustments to project activities.
  • Documenting lessons learned and best practices to inform future interventions.
  • Conducting desk research on project documentation to evaluate performance against UNDP guidelines and OECD-DAC criteria. The consultant's work will be instrumental in shaping the future direction of UNDP's support in Ukraine.

Required Qualifications:
Candidates must possess strong analytical skills and experience in project evaluation, particularly in the context of humanitarian or development projects. Familiarity with UNDP's evaluation guidelines and OECD-DAC criteria is essential. The consultant should have a proven track record of working with diverse stakeholders, including government entities and community organizations. Strong communication and interpersonal skills are necessary to facilitate consultations and gather insights effectively. Additionally, the consultant should demonstrate the ability to work independently and manage time effectively to meet project deadlines.

Educational Background:
A master's degree in social sciences, international development, public administration, or a related field is required. Additional certifications in project management or evaluation methodologies would be advantageous. Candidates should have a solid understanding of the socio-political context of Ukraine, particularly in relation to the impacts of war on social infrastructure and education.

Experience:
The position requires a minimum of 5 years of relevant experience in project evaluation, particularly in the context of humanitarian assistance or development projects. Experience working in conflict-affected areas, especially in Ukraine or similar contexts, is highly desirable. The consultant should have a strong background in qualitative and quantitative research methods, as well as experience in stakeholder engagement and facilitation.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the quality of the evaluation process. Knowledge of additional languages relevant to the region may be considered an asset.

Additional Notes:
This is a home-based consultancy position with a maximum of 50 working days allocated for the assignment. The consultant will be expected to submit proposals through the UNDP Quantum portal by the specified deadline. The position is open to international candidates, and the consultant will be compensated according to UNDP's remuneration policies. The role is part-time, and the consultant will need to manage their schedule to accommodate the evaluation timeline.
