Job Overview: The position of Architect/Civil Engineer for Housing Rehabilitation Assistance in Drvar is a consultancy role aimed at providing technical expertise in the rehabilitation of housing structures. The selected candidate will be responsible for assessing the current conditions of housing units, developing rehabilitation plans, and ensuring that the work complies with local building codes and standards. This role requires a strong understanding of civil engineering principles, as well as experience in project management and community engagement. The consultant will work closely with local authorities, community members, and other stakeholders to ensure that the rehabilitation efforts meet the needs of the affected populations. The assignment is expected to last from March 20, 2025, to December 2025, with a maximum of 22 consultancy days allocated for the project. The consultant will be expected to deliver high-quality outputs within the specified timeframe and contribute to the overall success of the housing rehabilitation initiative.
Duties and Responsibilities:
Conduct thorough assessments of existing housing conditions in Drvar, identifying structural issues and rehabilitation needs.
Develop detailed rehabilitation plans that outline the necessary interventions, materials, and timelines for each housing unit.
Collaborate with local authorities and community stakeholders to ensure that rehabilitation plans are aligned with local needs and priorities.
Provide technical oversight during the rehabilitation process, ensuring compliance with building codes and safety standards.
Prepare and submit progress reports to UNDP, detailing the status of rehabilitation efforts and any challenges encountered.
Facilitate community engagement sessions to inform residents about the rehabilitation process and gather feedback.
Ensure that all work is completed within the allocated budget and timeframe, making adjustments as necessary to address unforeseen issues.
Document all phases of the rehabilitation process, including photographs and written reports, to support future evaluations and project planning.
Required Qualifications:
A degree in Architecture or Civil Engineering from a recognized institution.
Proven experience in housing rehabilitation or construction projects, preferably in a post-conflict or disaster recovery context.
Strong knowledge of local building codes, regulations, and construction practices in Bosnia and Herzegovina.
Excellent project management skills, with the ability to manage multiple tasks and deadlines effectively.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Proficiency in using design and project management software tools.
A valid driver’s license and willingness to travel within the project area as needed.
Educational Background: Candidates must possess a Bachelor’s degree in Architecture or Civil Engineering. A Master’s degree in a related field is preferred but not mandatory. Additional certifications in project management or construction management will be considered an asset.
Experience: Candidates should have a minimum of 3-5 years of relevant professional experience in architecture or civil engineering, with a focus on housing rehabilitation or construction projects. Experience working with international organizations or NGOs in similar roles is highly desirable. Familiarity with the socio-economic context of Bosnia and Herzegovina and previous experience in community-based projects will be an advantage.
Languages: Fluency in Bosnian, Croatian, or Serbian is mandatory. Proficiency in English is also required, as it will be necessary for reporting and communication with UNDP and international stakeholders. Knowledge of additional languages spoken in the region will be considered a plus.
Additional Notes: This position is a consultancy role with a contract duration from March 20, 2025, to December 2025, allowing for up to 22 consultancy days. The role is expected to be part-time, with flexibility in scheduling based on project needs. The consultant will be compensated according to UNDP’s standard rates for individual contractors, and benefits may include travel allowances and reimbursement for necessary expenses incurred during the assignment.
