Job Overview:
The HR Associate position at UNDP is a critical role that involves the execution of a full range of human resources services within the Country Office (CO). The HR Associate will work under the guidance of the Deputy Resident Representative and the Human Resources Analyst, ensuring transparency and integrity in HR services. This role requires a collaborative and client-oriented approach, promoting high staff morale and effective communication across various teams. The HR Associate will be responsible for implementing HR strategies and policies, ensuring compliance with UNDP regulations, and supporting the recruitment and staffing processes. The position also involves advising on HR-related matters, facilitating performance management, and contributing to the development of a strong people management culture within the organization. The HR Associate will play a key role in enhancing the effectiveness of UNDP Brazil by providing operational solutions and supporting the implementation of inclusive public policies aligned with the SDGs.

Duties and Responsibilities:
The HR Associate will be responsible for the following key duties and accountabilities:
  • Ensure the administration and implementation of HR strategies and policies, ensuring compliance with UN rules and regulations.
  • Support the mapping of CO HR business processes and the development of internal HR management Standard Operating Procedures (SOPs).
  • Provide advice on corporate strategies, HR policies, and workforce planning.
  • Coordinate recruitment processes, including drafting job descriptions, screening candidates, and participating in interview panels.
  • Maintain the CO staffing table and administer local rosters.
  • Facilitate performance and talent management processes, including organizing training and development initiatives.
  • Monitor and track HR transactions related to recruitment, benefits, and separations.
  • Ensure effective communication and collaboration with other UN agencies and stakeholders.
  • Contribute to knowledge sharing and best practices in HR management.

Required Qualifications:
The position requires a minimum of secondary education, with specialized certification in HR being desirable. A university degree in Human Resources, Business Administration, Public Administration, or a related field will be considered an asset. Candidates should possess strong computer skills, including proficiency in MS Office and web-based management systems such as ERP. Additionally, candidates should have experience in HR services, recruitment processes, and personnel contract management. Knowledge of performance management systems and compensation methodologies is also important.

Educational Background:
Candidates must have at least secondary education, with a preference for those holding a specialized certification in HR. A bachelor's degree in a relevant field such as Human Resources, Business Administration, or Public Administration is advantageous but not mandatory.

Experience:
Candidates should have a minimum of 7 years of progressively responsible HR and/or administrative experience at the national or international level if they possess secondary education. If they hold a bachelor's degree, a minimum of 4 years of relevant experience is required. Experience with the United Nations Common System or comparable international organizations is preferred.

Languages:
Fluency in Portuguese is required, along with a working knowledge of English. Proficiency in additional languages may be considered an asset.
