Job Overview:
The PPM Coordinator position at ICAO is a critical role that involves providing expert guidance and support in Project and Portfolio Management (PPM), information security, business process modeling, and Information and Communications Technology (ICT). The consultant will be responsible for the implementation and coordination of major projects and initiatives related to PPM. This includes developing a comprehensive work plan that addresses business process improvements, systems integration with cloud technologies, and ensuring alignment with ISO 9001 Quality Assurance certification. The role requires daily collaboration with various stakeholders, including directors of bureaus and the Chief Information Officer, to ensure effective communication and reporting on project progress.

Duties and Responsibilities:
The PPM Coordinator will have a wide range of responsibilities, including:
  • Providing strategic advice and guidance to stimulate planning and continuous assessment of the PPM solution.
  • Contributing to the strategic planning and implementation of the PPM solution, offering recommendations to enhance governance and accountability.
  • Managing the Operational Plan of the PPM solution and supporting ongoing coordination for Digital Transformation initiatives.
  • Evaluating the impact of new solutions on the Capacity Development and Implementation Bureau (CDI) and developing mitigation plans for potential issues.
  • Communicating progress to various CDI stakeholders and supporting business process mapping efforts.
  • Collaborating with stakeholders to document business processes and user needs at both operational and managerial levels.
  • Supporting requirements gathering sessions and translating business needs into technical solutions.
  • Creating detailed documentation for Jira workflows, screens, and automation.
  • Assessing options for business process improvements aligned with new ERP and PPM solutions, as well as CRM functionalities.

Required Qualifications:
Candidates must possess a strong background in strategic planning and management within information management, particularly in information security and ICT. Essential qualifications include at least 7 years of relevant experience, proficiency in project management tools and techniques, and excellent analytical and problem-solving skills. Strong communication and interpersonal skills are also crucial for effective stakeholder interaction.

Educational Background:
The educational requirements for this position include a second-level university degree (Master's degree or equivalent) in fields such as computer science, information technology, information management, or business administration. Alternatively, a first-level university degree combined with two additional years of qualifying experience is acceptable.

Experience:
Candidates should have a minimum of 7 years of professional experience in strategic planning and management within information management, with a focus on information security and ICT. Proven managerial experience and expertise in information management are essential, along with proficiency in project management methodologies.

Languages:
Fluency in English is mandatory, encompassing reading, writing, listening, and speaking skills. Additionally, a working knowledge of another UN language (Arabic, Chinese, French, Russian, or Spanish) is desirable but not required.

Additional Notes:
This consultancy position is for a fixed duration of 11 months. The monthly compensation for this role falls within the range of CAD $7,562 to CAD $10,910, depending on qualifications and experience. It is important to note that ICAO does not charge any fees or request money from candidates during the selection process, and any such requests should be disregarded as fraudulent.
