Job Overview:
The Information Communication Specialist (IC) position at UN Timor-Leste is designed to ensure that the organization's website and social media platforms are effectively maintained and updated. The IC will play a crucial role in enhancing the technical backend functionalities of the UN Timor-Leste website, ensuring that all information is current and accessible. This role involves not only website maintenance but also content management, including translation services in English and Tetum, as well as graphic design and video editing. The IC will be responsible for ensuring that the website is user-friendly, visually appealing, and functional across various browsers. The position requires a proactive approach to identifying and resolving technical issues, ensuring that the website remains a reliable source of information for users. The expected duration of the contract is from April 1, 2025, to December 26, 2025, during which the IC will support the UN's communication efforts in Timor-Leste.

Duties and Responsibilities:
The duties and responsibilities of the Information Communication Specialist include:

• Maintaining a full backup of the UN Timor-Leste website throughout the contract duration.
• Assisting with content updates, including translations for the website in both English and Tetum.
• Redesigning landing and other pages of the UN Timor-Leste website as required.
• Repairing and fixing errors, bugs, and broken links on the website, ensuring both internal and external links are functional.
• Conducting browser compatibility testing to ensure the website operates smoothly across common browsers.
• Updating critical software that the website relies on.
• Performing periodic database backups to safeguard website data.
• Utilizing Google Analytics to monitor and analyze important website metrics.
• Ensuring all website functionalities are working correctly. 1
• Revising website content and uploading new information as needed. 1
• Editing audio-visual content, including web editing, photo editing, and creating short social media videos. 1
• Completing any other related tasks as assigned by the Head of Office or Head of Communications.

Required Qualifications:
The position requires a relevant degree, diploma, or certificate in digital communications, web maintenance, or related fields. Candidates must have proven experience of at least three years in web design and maintenance, as well as digital productions, including video production and graphic design, particularly within the international development context. A strong track record in website design, security, administration, Google Analytics, and Search Engine Optimization is essential. Familiarity with various Content Management Systems (CMS) and a broad knowledge of current web development technologies and design tools are also required. Candidates should be well-versed in HTML, XHTML, CSS, XML, Macromedia Flash, and Java, and possess excellent knowledge of recent trends in graphic design, websites, video editing, online video publishing, and social media networking. Previous experience working for the UN is considered an asset.

Educational Background:
Candidates must possess a relevant degree, diploma, or certificate in digital communications, web maintenance, or a related field. This educational background is crucial for understanding the technical aspects of web design and maintenance, as well as the principles of effective communication in a digital context.

Experience:
The position requires a minimum of three years of proven experience in web design and maintenance, as well as digital productions, including video production and graphic design. This experience should ideally be within the international development sector, demonstrating the candidate's ability to navigate the unique challenges and requirements of working in this field.

Languages:
Fluency in English and Tetum is required for this position, as these are the primary languages used in communication and content creation for the UN Timor-Leste website.
