Job Overview: The National Project Officer will play a crucial role in the implementation and management of various projects related to natural resource management and environmental sustainability in Cambodia. This position requires close collaboration with the Natural Science Team in Phnom Penh, international partners, and national counterparts to ensure the effective execution of project activities. The officer will be responsible for developing annual work plans, drafting reports, organizing workshops, and facilitating communication among stakeholders. The role also involves data collection and analysis, knowledge management, and supporting initiatives such as the Women for Bees programme. The National Project Officer will contribute to enhancing the governance and sustainable utilization of shared water resources, particularly in the context of the Greater Mekong Subregion.
Duties and Responsibilities:
Assist in the implementation and day-to-day operation of projects by developing annual work plans and ensuring regular functioning of project activity plans.
Draft and review project and technical reports, including progress narratives and donor reports.
Organize workshops, conferences, and meetings, preparing notes and supporting follow-up activities.
Design communication materials to promote UNESCO’s initiatives related to groundwater resources.
Support the implementation of the Women for Bees programme, including monitoring activities and developing awareness materials. 1
Monitor project progress and report on output indicators, identifying issues needing attention. 1
Provide technical assistance to promote UNESCO’s Natural Science initiatives in Cambodia. 1
Participate in meetings and trainings, sharing results with stakeholders. 1
Assist in translating documents as required. 1
Carry out additional tasks as assigned by the Natural Sciences Unit and Head of Office.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as natural resource management, environmental science, or water resources management. Specializations in environment, hydrology, or water resources management are highly desired. Additionally, candidates should have at least two years of relevant professional experience in environmental science, natural resource management, or related fields. Experience working with governmental institutions and managing development projects is essential. Strong coordination, interpersonal, and analytical skills are required, along with excellent computing skills and the ability to work efficiently under pressure.
Educational Background: An advanced university degree (Master’s or equivalent) in a subject related to natural resource management or environmental sciences is required. Specializations in environment, hydrology, or water resources management are particularly desirable for this position.
Experience: Candidates should have a minimum of two years of relevant professional experience in environmental science, natural resource management, or transboundary water resources management. Experience in project management and coordination, particularly at the national level, is essential. Familiarity with the major development issues related to environment and climate change in Cambodia is also required.
Languages: Excellent written and spoken proficiency in both English and Khmer is mandatory for this position. Candidates should be able to communicate effectively in both languages, as the role involves translating documents and facilitating communication among diverse stakeholders.
Additional Notes: This position is a 12-month service contract, subject to satisfactory performance and availability of funds. The recruitment is open to Cambodian nationals only. The role is full-time and involves significant collaboration with various stakeholders, including governmental and non-governmental organizations. Compensation and benefits will be in accordance with UNESCO's policies and guidelines.
