The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty established to promote the conservation and sustainable use of migratory species and their habitats. The CMS Secretariat, located in Bonn, Germany, supports various intergovernmental instruments related to migratory species conservation, including three regional agreements: AEWA, EUROBATS, and ASCOBANS. The United Nations Environment Programme (UNEP) serves as the administrative body for these agreements, coordinating environmental policy and promoting sustainable development globally.

Job Overview:
The Programme Assistant will play a crucial role in supporting the CMS Secretariat's projects and programs. This position involves assisting in project planning, monitoring the status of proposals, and ensuring compliance with relevant rules and procedures. The incumbent will be responsible for administrative coordination of project implementation, including liaising with various units, processing requests, and managing documentation. The role also includes organizing meetings and workshops, providing logistical support, and ensuring that all documents meet UN standards. The Programme Assistant will assist in data management, reporting, and communication within the Secretariat, contributing to the overall effectiveness of the CMS's mission.

Duties and Responsibilities:
  • Coordinate CMS projects and programs by assisting in project planning, monitoring proposals, and ensuring documentation compliance.
  • Create and process grants and partner information in the Partnership Portal.
  • Review project documents for completeness and compliance before final approval.
  • Serve as the focal point for administrative coordination of project activities, including recruitment, travel arrangements, and payments.
  • Compile and summarize project data, drafting status reports and identifying issues for management.
  • Organize meetings and workshops, managing logistics and participant registrations.
  • Prepare meeting webpages and ensure document availability for interpreters.
  • Provide general office support, including managing correspondence, drafting reports, and maintaining records.

  • Respond to complex information requests and inquiries, and provide guidance to new staff.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Supplementary courses in administration are desirable. A minimum of five years of experience in program or project administration is required, with a reduction to three years for candidates with a first-level university degree. Experience in a multilateral environmental agreement secretariat and familiarity with ERP systems like UMOJA is advantageous. Experience in data analytics is also desirable.

Educational Background:
A high school diploma or equivalent is required for this position. Additional training or courses in administration are considered beneficial and may enhance a candidate's application.

Experience:
The position requires a minimum of five years of relevant experience in program or project administration or meeting organization. This requirement is reduced to three years for candidates with a first-level university degree or higher. Experience in a secretariat of a multilateral environmental agreement is desirable, as is familiarity with ERP systems and data analytics.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French and/or Spanish is desirable, as well as proficiency in another official UN language, which would be considered an asset. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding.

Additional Notes:
This position is part-time at 50% and is subject to local recruitment. The appointment is for an initial period of one year, with the possibility of extension. Applicants must be authorized to work for the United Nations in Bonn, and those selected from outside the duty station will be responsible for relocation expenses.
