Job Overview: The ERP Oracle Functional and Technical Consultant (HR and Payroll) will be responsible for providing expert technical advice and support for the AIPS Management Section, specifically focusing on the Human Resources and Payroll areas. This role involves working closely with various stakeholders to ensure that the technical components developed align with business requirements and that they are effectively integrated with other AIPS applications and third-party systems. The consultant will also be involved in the development of CEMLI components, which include Configuration, Extension, Modification, Localization, and Integration, using Oracle technologies. The consultant will play a key role in planning and executing test activities, leading the deployment of components to the production environment, and providing ongoing technical assistance to ensure the smooth operation of the HR and Payroll systems.
Duties and Responsibilities:
Provide expert technical advice on integrations and interfaces with AIPS applications and third-party applications.
Develop CEMLI components using Oracle technologies, ensuring they meet the required specifications.
Plan and execute testing activities for CEMLI components, collaborating with key users to ensure data accuracy and technical adequacy.
Lead the deployment of CEMLI components to the production environment, ensuring a seamless transition.
Conduct advanced analysis and resolution of any technical issues that arise during the development and deployment phases.
Document all developed CEMLI components and provide technical assistance to departments in accordance with quality assurance requirements.
Collaborate with the business team to test technical components and assist in obtaining business sign-off after successful testing.
Required Qualifications:
A minimum of five years of relevant working experience with Oracle Human Resources (HCM) and Oracle Payroll.
A good understanding of requirements in the international public sector.
Ten years of experience as an Oracle PLSQL developer.
Development experience in building reports, workflows, conversions, and extensions.
Experience with AOL, XML Publisher, and ODI technology is an added advantage.
Familiarity with ITIL practices.
Knowledge of Oracle Fusion Cloud Apps would be an asset.
Accredited certification in Project Management such as PMP or Prince2 is desirable.
Educational Background: A relevant degree in Information Technology, Computer Science, or a related field is typically required for this position. Additional certifications in Oracle technologies or project management methodologies would be beneficial and enhance the candidate's qualifications.
Experience: The position requires a minimum of five years of relevant working experience specifically with Oracle Human Resources (HCM) and Oracle Payroll systems. Additionally, candidates should have at least ten years of experience as an Oracle PLSQL developer, demonstrating a strong background in developing and managing Oracle-based applications and systems.
Languages: Fluency in English is mandatory for this position, as it is the working language of the IAEA. Knowledge of additional languages, particularly those of the IAEA's member states, would be considered an asset and could enhance communication with diverse stakeholders.
Additional Notes: This consultancy position offers a daily fee of up to a maximum of €375, depending on the qualifications and experience of the candidate. If travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be covered. Health coverage and pension fund responsibilities will fall on the incumbent, making it essential for candidates to consider these factors when applying.
