Job Overview:
The Migration Health Assessment Officer will play a crucial role in the operations of the Migration Health Assessment Centre (MHAC) in Lilongwe, Malawi. This position requires a dedicated professional who will ensure the efficient daily operations of the MHAC, working closely with the Chief Migration Health Officer (CMHO). The officer will be responsible for conducting comprehensive migration health assessments that meet the technical requirements of resettlement countries. This includes overseeing medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment referrals, and ensuring proper documentation and information transmission. The officer will also be tasked with maintaining high standards of quality improvement across all service areas within the MHAC, ensuring compliance with global IOM Standard Operating Procedures (SOPs) and creating specific SOPs for the Lilongwe MHAC. The role demands a proactive approach to data management, financial oversight, and procurement of medical supplies, all while ensuring the health and safety of refugees and migrants during the assessment process.

Duties and Responsibilities:
  • Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC) in coordination with the Chief Migration Health Officer (CMHO).
  • Conduct the migration health assessment process, fulfilling technical requirements for resettlement countries, including medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment referrals, and pre-departure procedures.
  • Ensure proper identification of refugees and migrants during health assessments and maintain accurate health records.
  • Provide treatment for TB and sexually transmitted infections, supporting HIV and counseling activities.
  • Oversee immunization and presumptive treatment programs, ensuring compliance with technical guidelines.
  • Contribute to quality improvement systems for service areas within the MHAC, conducting regular quality control activities.
  • Organize systematic collection and analysis of migration health data, ensuring data quality and reporting to the CMHO.
  • Ensure accurate data entry into the Migrant Management Operational System Application (MiMOSA) and related databases.
  • Oversee financial aspects of the MHAC, including budget preparation and financial reporting. 1
  • Coordinate procurement of medical equipment and supplies. 1
  • Perform additional duties as assigned by the Supervisor.

Required Qualifications:
Candidates must possess a university degree in Medicine from an accredited institution, with a valid license to practice in Malawi. A minimum of four years of professional work experience in a clinical setting is required. Candidates should demonstrate strong organizational and communication skills, with a good knowledge of clinical medicine and patient safety protocols. Experience in multidisciplinary hospital settings is preferred, along with proven expertise in clinical specializations such as pediatrics, pulmonology, emergency medicine, or internal medicine. Additional qualifications in public health or healthcare management are advantageous.

Educational Background:
The position requires a university degree in Medicine from an accredited academic institution. Accreditation must be verified against the UNESCO World Higher Education Database. A valid medical practice license in Malawi is mandatory for this role.

Experience:
Candidates should have professional continuous clinical experience, ideally within a multidisciplinary hospital environment. The last clinical posting should have occurred within the last three years. Experience in clinical medicine, particularly in areas related to migration health, is essential. Proven expertise or post-graduate qualifications in relevant clinical specializations will be considered an advantage.

Languages:
Fluency in English is required, both oral and written. Proficiency in IOM's official languages, which include French and Spanish, is considered beneficial. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

This position is open to internal candidates only. Any offer made is subject to funding confirmation. The selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of employment and perform work at the professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff.
