Job Overview:
The Financial Support Officer will play a crucial role in providing financial support to the Country offices, focusing on accounting, internal review of accounts, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and budget monitoring. This position requires close coordination with the Resources Management Officer to ensure effective financial management. The incumbent will be responsible for monitoring financial expenditures, analyzing variances between budget and actual expenditures, and ensuring compliance with financial, procurement, and accounting procedures. The role also involves preparing financial reports for donors and assisting in the preparation of the annual budget for the Mission, thereby contributing to the overall financial health and accountability of the organization.

Duties and Responsibilities:
  • Monitor financial management processes, including reviewing financial expenditures and accountability, and conducting financial analysis.
  • Analyze budget control processes and variances between budget and actual expenditures.
  • Ensure compliance with financial, procurement, and accounting procedures, and recommend improvements to internal controls.
  • Oversee month-end closure processes and resolve material issues related to accounts and projects.
  • Ensure accurate accounting data entries in WAVE and maintain records of all vouchers and supporting documentation.
  • Reconcile and review vendor accounts, ensuring timely clearing procedures.
  • Draft financial reports for donors in coordination with relevant sections.
  • Prepare Monthly Budget Monitoring Reports and assist finance colleagues.
  • Participate in the preparation of the annual budget and monitor budgetary control. 1
  • Prepare timely mission funding requests and cash flow management. 1
  • Assist in projectization for monthly staff and office costs. 1
  • Verify expenditures against budgets and ensure salary allocations are consistent with projectization criteria. 1
  • Perform other duties as assigned.

Required Qualifications:
The position requires a Master’s Degree in Accounting, Business Administration, or a related field from an accredited institution, along with relevant professional experience. Alternatively, a Bachelor’s Degree in the same fields with two years of relevant professional experience is acceptable. Candidates should possess a strong understanding of financial rules and regulations, as well as International Public Sector Accounting Standards (IPSAS).

Educational Background:
Candidates must hold a Master’s Degree in Accounting, Business Administration, or a related field from an accredited academic institution. A Bachelor’s Degree in the same fields is acceptable if accompanied by two years of relevant professional experience. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to perform the financial duties required by the position.

Experience:
Candidates should have experience in administrative and financial management within IOM or similar organizations. This includes budget monitoring, cash management, and internal control procedures. Familiarity with IOM accounting systems and software such as WAVE and QuickBooks is highly desirable. The ideal candidate should demonstrate personal commitment, efficiency, flexibility, and a drive for results, as well as respect for diversity and creative thinking.

Languages:
Fluency in English is mandatory, as it is the working language of the organization. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which IOM operates.
