Job Overview:
The National Professional Officer (Safety and Security) plays a crucial role in ensuring the safety and security of FAO personnel and operations in Beirut, Lebanon. This position involves providing operational support and advice to the FAO Representative regarding safety and security matters. The officer is responsible for implementing security measures in accordance with the United Nations Security Management System (UNSMS) guidelines and FAO policies. The role requires close collaboration with the Field Security Unit at FAO headquarters and involves monitoring the security situation in the country, conducting security assessments, and preparing contingency plans. The officer will also be responsible for training FAO personnel on safety and security procedures, ensuring that all staff are well-informed and prepared for potential security threats.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Safety and Security) include:
  • Advising the FAO Representative on maintaining the safety and security of personnel, premises, and assets in line with UNSMS and FAO security management policies.
  • Supporting the monitoring and implementation of technical security measures as outlined in various security documents.
  • Monitoring the security situation across Lebanon and providing independent analysis of emerging threats.
  • Assisting in maintaining up-to-date security information and preparing periodic situation reports.
  • Preparing Contingency Plans and Standard Operating Procedures (SOPs) for the Country Office and sub-offices.
  • Conducting training and briefings on safety and security procedures for FAO personnel.
  • Reporting security incidents systematically to the FAO Representative and Field Security Unit.
  • Conducting periodic security assessments of FAO premises and providing recommendations for improvements.
  • Supporting the selection and procurement of security equipment. 1
  • Ensuring FAO's participation in United Nations Security Management Team meetings and liaising with relevant authorities.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • Be a national of the country of assignment (Lebanon).
  • Hold an advanced university degree in risk or emergency management, social/political science, military science, public administration, law enforcement, law, or a related area.
  • Have at least one year of relevant professional experience in risk management and/or safety and security service in a national security and/or military setting.
  • Possess a working knowledge (proficiency - level C) of English and Arabic.

Educational Background:
The educational background required for this position includes an advanced university degree in fields related to risk management, emergency management, social or political science, military science, public administration, law enforcement, or law. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to effectively manage safety and security operations.

Experience:
The position requires candidates to have at least one year of relevant professional experience in risk management and/or safety and security service. This experience should ideally be in a national security and/or military setting, providing the candidate with practical knowledge and skills necessary for the role. Experience in field positions or in multiple locations is considered an asset, as it demonstrates adaptability and a broader understanding of security challenges.

Languages:
Candidates must have a working knowledge of both English and Arabic, with proficiency at level C. This bilingual requirement is crucial for effective communication within the organization and with local authorities, ensuring that safety and security measures are understood and implemented correctly. Additional language skills may be considered an advantage but are not mandatory.

This position is a full-time role based in Beirut, Lebanon. The National Professional Officer (Safety and Security) will be assessed against the competencies of results focus, teamwork, communication, building effective relationships, and knowledge sharing.
