Job Overview: The consultant will play a crucial role in the development of the National Digital Development Reviews (NDDRs) 3.0 for 12 participating member states. This position involves creating a preliminary draft of the Arab Digital Development Report (ADDR 3.0) and ensuring that the NDDRs are of publishable quality and well-referenced. The consultant will be responsible for reviewing, proofreading, and enriching the content of the NDDRs, ensuring consistency and comparability across the reports. The role requires collaboration with national focal points and ESCWA to identify and address errors and improve the readability of the reports. The consultant will also compile findings from the NDDRs to contribute to the ADDR 3.0 and undertake initial desk research for the literature review of the ADDR.
Duties and Responsibilities: The consultant will be entrusted with several key tasks: 1) Thoroughly review, proofread, enrich, and upgrade the content, language, and formatting of the NDDRs 3.0, ensuring they align with the updated guiding template of 202
2) Identify major errors or confusion in the formulations and communicate these to the ESCWA national focal points, seeking consensus on amendments. 3) Validate and reference data and information presented in the NDDRs, ensuring accuracy and credibility. 4) Maintain a comprehensive bibliography of sources used. 5) Attend meetings and deliberations related to the NDDRs as an observer, coordinating with supervisors. 6) Compile findings from the NDDRs to inform the ADDR 3.
7) Conduct initial desk research and prepare a literature review for the Inception Document and Draft One of ADDR 3.0.
Required Qualifications: Candidates must possess a master's degree in a relevant field such as ICTs, international development, or political science. Additionally, candidates must have at least 8 years of experience in research and writing related to the information society, ICT policies, and strategies. Proven experience in developing ESCWA WSIS follow-up tracks and related publications is essential. Familiarity with ESCWA's work on Digital Development Reviews is required, along with experience working with the public sector in the region being desirable.
Educational Background: A master's degree in ICTs, international development, political science, or a related field is required for this position. Candidates must submit a copy of their educational degree as part of the application process, and incomplete applications will not be considered.
Experience: The position requires a minimum of 8 years of relevant experience, particularly in research and writing within the fields of information society, ICT policies, and strategies. Candidates should have practical experience in developing ESCWA WSIS follow-up tracks and related publications, as well as familiarity with ESCWA's Digital Development Reviews. Experience working with the public sector in the region is also desirable.
Languages: Fluency in Arabic is required for this position, with a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. English and French are the working languages of the United Nations Secretariat, and knowledge of these languages is beneficial. Candidates should demonstrate confidence in at least two of the four language areas for English and French.
