Job Overview: The Associate Administrative Officer will play a crucial role in providing administrative, financial, budgetary, and ICT services to various projects within the Regional Office for the Arab States (ROAS). This position requires effective liaison and interaction with UN-Habitat offices at Headquarters, Country Offices, and other UN entities in the Arab region. The incumbent will report directly to the Regional Administrative Officer and will be responsible for implementing corporate ICT strategies, managing procurement processes, assisting in financial evaluations, and ensuring compliance with UN security" style="border-bottom: 1px dotted #007bff !important;">security protocols. The role demands a proactive approach to problem-solving and the ability to manage multiple tasks efficiently while maintaining high standards of professionalism and communication.
Duties and Responsibilities: The duties and responsibilities of the Associate Administrative Officer include:
Implementing Corporate ICT Strategies and Plans, providing technical and policy advice on ICT matters, and monitoring the functionality and security of inter/intra-net systems.
Participating in the preparation of user requirements and technical specifications, assisting in the design and installation of information systems, and maintaining system documentation.
Assisting in procurement processes, including preparing RFQ/ITB/RFP documents, managing low-value purchases, and evaluating vendor performance.
Supporting the development of work programmes and budgets, monitoring expenditures, and acting as a petty cash custodian.
Serving as the Local Security Focal Point, conducting security assessments, and participating in security management meetings.
Performing general administrative duties, including managing operational travel programs, monitoring accounts, and facilitating communication with the Ministry of Foreign Affairs.
Supervising support staff and managing logistics for events and workshops.
Required Qualifications: Candidates must possess a strong understanding of corporate ICT strategies, procurement processes, and financial management. They should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a multicultural environment. Knowledge of UN policies and procedures is highly desirable. The candidate should also exhibit strong analytical skills and the ability to manage conflicting priorities effectively.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, science, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. A Chartered Institute of Purchasing and Supplies (CIPS) Level 3 Diploma or equivalent is also desirable.
Experience: A minimum of two years of progressively responsible experience in administration, finance, travel, logistics, ICT, procurement, or a related area is required. Experience with computers and office software packages (such as MS Word and Excel) is essential. Desirable experience includes procurement and contract management, familiarity with the United Nations System or similar international organizations, and working with an Enterprise Resource Planning (ERP) system like Umoja. Experience in data analytics or related fields is also beneficial.
Languages: Fluency in both English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of French or another official UN language is considered desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, and understanding), while knowledge is defined as a rating of 'confident' in two of the four areas.
Additional Notes: This is a project post for an initial period of one year, subject to extension based on satisfactory performance and availability of funds. The position is open to nationals of Jordan only, and candidates residing outside Jordan may be considered if no suitable local candidates are identified.
