Job Overview:
The Project Officer will play a crucial role in the implementation of the project aimed at enhancing Jordan's climate governance and integrating climate considerations into national plans. This position requires a proactive individual who can manage project activities effectively, ensuring alignment with the national climate change policy and international commitments. The Project Officer will work under the direct supervision of the Programme Specialist Team Lead of Sustainable Green Pathways and collaborate closely with the Programme Analyst. The role involves overseeing project activities, managing resources, and ensuring stakeholder engagement to achieve the project's objectives. The Project Officer will also be responsible for monitoring project progress, managing financial resources, and preparing reports for UNDP, ensuring that the project meets its goals and adheres to established timelines.

Duties and Responsibilities:
The Project Officer will be responsible for a wide range of duties, including:
  • Effective Management, Implementation, and Monitoring of Project Activities: - Manage the overall conduct of the project, ensuring activities are planned and executed according to the approved workplan. - Oversee personnel, goods, services, and training, including drafting terms of reference and work specifications. - Technically supervise consultants and sub-contractors, reviewing technical reports and contributing to the development of knowledge products. - Monitor project performance, ensuring delivery of progress indicators in accordance with agreed timeframes. - Prepare and submit financial reports to UNDP quarterly.
  • Strategic Partnerships and Communication: - Coordinate project activities with governmental and non-governmental organizations, establishing trusting relationships with relevant ministries and local NGOs. - Ensure stakeholder participation in project implementation and assist in resource mobilization efforts. - Facilitate knowledge sharing and visibility of the project, adhering to visibility standards set by donors and UNDP.
  • Risk Management: - Monitor project risks, including social and environmental risks, and maintain a project risks log. - Prepare revisions to the multi-year workplan and assess amendments to the project as needed.
  • Additional Responsibilities: - Participate in relevant meetings and contribute to knowledge networks and communities of practice. - Assist in writing press releases and speeches related to project events, ensuring adequate media coverage.

Required Qualifications:
The position requires several qualifications, including: - Advanced University degree (Master’s degree or equivalent) in Natural Resources, Environmental Management, applied Sciences, Engineering, Sustainability, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the mentioned areas combined with two additional years of relevant experience will be considered. - A minimum of two years of relevant work experience with a Master’s degree or four years with a Bachelor’s degree in project/programme management is required. - Proven experience in project work-plan preparation, budget management, and familiarity with result-based management. - Proficiency in computer software applications, particularly MS Word and MS Excel, is essential.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as Natural Resources, Environmental Management, applied Sciences, Engineering, or Sustainability. Alternatively, a first-level university degree (Bachelor’s degree) in these areas, combined with two additional years of relevant experience, will be considered in lieu of an advanced degree. This educational background is crucial for understanding the complexities of environmental management and project implementation in the context of climate change.

Experience:
The position requires a minimum of two years of relevant work experience for candidates with a Master’s degree or four years for those with a Bachelor’s degree. This experience should include demonstrable project/programme management capabilities, particularly in the context of environmental management and climate change initiatives. Candidates should have a track record of managing project activities, engaging with stakeholders, and ensuring compliance with project objectives and timelines.

Languages:
Fluency in both English and Arabic is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, reporting, and ensuring the successful implementation of project activities in Jordan's diverse linguistic landscape.

The position is full-time and involves working closely with various stakeholders, including governmental and non-governmental organizations. The Project Officer will be expected to manage a Project Assistant and will report directly to the Programme Specialist Team Lead.
