Job Overview:
The Chief of the Architecture & Design Division plays a critical role in leading the formulation of comprehensive architecture and design policies that encompass various disciplines, including safety, accessibility, materials, cost efficiency, and durability. This position ensures that all UNRWA facilities are housed in buildings that are fit for purpose, efficient, safe, healthy, and environmentally sound. The incumbent will oversee architectural and design works at both headquarters and field locations, ensuring compliance with established standards and procedures. The role involves validating design procedures, providing technical guidance, and developing interventions to enhance architectural works. The Chief will also coordinate architectural design activities across the agency, aligning design initiatives with operational objectives and user requirements. This includes developing and implementing design standards that promote functionality, safety, inclusivity, and environmental sustainability. The Chief will be responsible for establishing agency-wide design standards and technical specifications, ensuring clarity and consistency in implementation. Additionally, the role requires maintaining up-to-date knowledge of architectural disciplines and engaging with international bodies to stay informed of best practices and innovations in architectural design. The Chief will also develop a learning scheme to build knowledge and competencies in architecture and design across the agency, conducting training sessions as needed.

Duties and Responsibilities:
The Chief of Architecture & Design Division will lead the formulation of architecture and design policies, ensuring alignment with UNRWA’s construction and sustainability strategies. Responsibilities include overseeing architectural works at headquarters and field locations, validating design procedures, and providing technical guidance. The Chief will coordinate design activities, develop design standards, and establish agency-wide planning criteria. The role involves developing quality assurance measures, defining performance indicators, and conducting post-occupancy evaluations. The Chief will maintain knowledge of architectural disciplines and engage with international bodies on building codes and sustainability. Additionally, the Chief will drive a learning scheme to enhance knowledge and competencies in architecture and design, planning and managing training sessions.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in architectural engineering or a relevant discipline from an accredited institution. A minimum of ten years of progressive relevant experience in architecture and design is required, including sound knowledge of drafting policies and providing guidance in a multi-geographical environment. At least five years of this experience should be in a supervisory capacity. Advanced computer skills and knowledge of relevant IT applications such as AutoCAD and Microsoft Project are desirable. Familiarity with international and local building codes and practices is also preferred. Candidates should demonstrate the ability to exercise initiative and resourcefulness in prioritizing multiple project components and possess creativity in developing cost-effective technical solutions.

Educational Background:
An advanced university degree (Master’s or equivalent) in architectural engineering or a relevant discipline from a recognized university is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively lead architectural and design initiatives within UNRWA.

Experience:
Candidates must have at least ten years of progressive relevant experience in architecture and design works, with a strong understanding of drafting policies, standards, and regulatory frameworks. This experience should include providing guidance and support in a computer-based environment, preferably within UN, NGOs, governmental, or large commercial organizations. At least five years of this experience should be in a supervisory role, demonstrating the ability to lead teams and manage complex projects effectively.

Languages:
For this position, proficiency in English and Arabic is required, with a minimum level of UN Level III for reading, writing, listening, and speaking in both languages. Knowledge of French is considered an asset but is not mandatory. The ability to communicate effectively in these languages is crucial for collaboration and coordination within the agency and with external stakeholders.

Additional Notes:
This position is a Fixed Term Appointment for one year, with the possibility of extension based on funding availability and performance. The monthly basic salary is JD 1462.30, with a special occupational allowance of 89.83% of the basic salary. Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and dependency allowance if applicable. The role may require travel within the agency’s operational areas and may involve working outside normal duty hours. Preference will be given to registered Palestine refugees and candidates who can assist the agency in achieving gender parity. Only internal candidates residing in Amman and authorized to work in the duty station are eligible to apply.
