Job Overview:
The Project Management Support - Senior Analyst position is based in Mogadishu, Somalia, within the UNOPS Somalia Country Office. The role involves supporting the Project Manager in various aspects of project management, including monitoring, coordination, and reporting. The Senior Analyst will focus on both operational and technical elements of project implementation, ensuring that all necessary documentation is collected and reviewed for accuracy. This position requires establishing effective relationships with stakeholders, including government officials and UNOPS technical experts, to facilitate project activities and improve the quality of deliverables. The Senior Analyst will also contribute to knowledge management by compiling lessons learned and sharing best practices, thereby enhancing the overall effectiveness of project implementation.

Duties and Responsibilities:
The Senior Analyst will be responsible for a range of duties, including:
  • Supporting project implementation by providing timely and accurate inputs during the planning process, liaising with relevant ministries to gather necessary documentation for inception reports, and reviewing all submissions for coherence and accuracy.
  • Monitoring project timelines and advising on any deviations that may affect contract awards.
  • Drafting reports, meeting minutes, and other documents for review by the Director Generals of the ministries involved.
  • Establishing and maintaining effective relationships with project stakeholders, facilitating communication and coordination among them.
  • Supporting the planning and execution of steering and technical committee meetings, consolidating feedback from stakeholders on UNOPS deliverables.
  • Contributing to knowledge management by compiling lessons learned and piloting innovative solutions within assigned work packages.
  • Maintaining comprehensive project records and ensuring all documentation is up-to-date and accessible.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree) in Project Management, Information Technology, Human Resources Management, Business Administration, or a related field. Alternatively, a first university degree (Bachelor’s Degree) in a relevant discipline with two additional years of relevant experience may be accepted in lieu of a Master’s degree. Additionally, candidates should have a minimum of two years of relevant professional experience with a Master’s degree or up to four years with a Bachelor’s degree, specifically in Project Management and Operations Management, focusing on monitoring, reporting, development, and coordination. Experience working with federal government stakeholders in Somalia, particularly in the ministries of defense, internal security, and justice, is highly desirable.

Educational Background:
The educational requirements for this position include an advanced university degree (Master’s Degree) in a relevant field such as Project Management, Information Technology, Human Resources Management, or Business Administration. In cases where candidates hold a Bachelor’s Degree, they must have two additional years of relevant experience to qualify for the role. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage and support project activities in a complex environment.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or up to four years for those with a Bachelor’s degree. This experience should be progressive and specifically related to Project Management and Operations Management, with a strong emphasis on monitoring, reporting, development, and coordination. Candidates should also demonstrate experience working with multi-disciplinary and multi-cultural teams, particularly in the context of federal government stakeholders in Somalia.

Languages:
Fluency in English (writing, reading, and speaking) is mandatory for this position. Knowledge of another official UN language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse working environment and engage with a broader range of stakeholders.

The contract type for this position is a Local Individual Contract Agreement (LICA), specifically at the LICA 9 / ICS 9 level.
