The consultant will collaborate closely with the Head of the UNDRR Office in Bonn and the EW4All Monitoring and Evaluation Working Group, which is co-chaired by the United Nations for Disaster Risk Reduction and the World Meteorological Organization. The primary functions include developing an analysis plan, identifying key data sources, conducting desk research, compiling and interpreting data and statistics, analyzing case studies, and engaging in consultations with key stakeholders. The consultant will draft the report narrative based on the analyses and inputs from various partners and finalize the document for editing and graphic design, although these latter tasks are not included in the consultancy.
Duties and Responsibilities:
Develop a comprehensive plan of analysis and identify key data sources relevant to the report.
Conduct thorough desk research to compile and interpret related data and statistics.
Compile and analyze case studies that illustrate the effectiveness of multi-hazard early warning systems.
Undertake consultation meetings with key stakeholders to gather insights and data for the global stocktake of early warning systems.
Draft the narrative of the report based on data analyses, case studies, and inputs from EW4All implementing partners, governments, and partner organizations.
Incorporate feedback and comments on subsequent drafts of the report and finalize the document for editing and graphic design.
Required Qualifications: • An advanced university degree (Master’s degree or equivalent) in international or development economics, Disaster Risk Management, Environment, Communications, or related disciplines is required. • Alternatively, a first-level university degree in any of these fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree. • A minimum of seven years of experience in policy analysis and communication for resilience, particularly in the context of developing countries, is required. • Experience in data collection and analysis, as well as risk communications, including conducting consultations and drafting in the field of early warning-early action, is desirable.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as international or development economics, Disaster Risk Management, Environment, Communications, or other related disciplines. Alternatively, a first-level university degree in these fields, along with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of seven years of relevant experience in policy analysis and communication for resilience, particularly focusing on developing countries. Candidates should have substantial experience in data collection and analysis, risk communications, and drafting reports in the context of early warning and early action.
