The United Nations Office for Drugs and Crime (UNODC) was established in 1997 and is headquartered in Vienna, Austria. It is recognized as a global leader in combating illicit drugs and international crime. UNODC operates through 54 regional offices, covering over 150 countries worldwide. The regional office for Western and Central Africa (ROSEN) is located in Dakar, Senegal, and has been active in the region for more than two decades. Currently, ROSEN covers 22 countries and has established 13 field offices, focusing on enhancing the capacity of member states to address issues related to drugs and crime effectively.

Job Overview:
The Research and Awareness Specialist will play a crucial role in the Research and Awareness Unit, which is dedicated to producing evidence-based analysis on drugs and crime in West and Central Africa. This position involves engaging in ongoing research projects that include reports on various crimes, such as those in the fishery sector, drug trafficking, and violent extremism in prisons. The Specialist will work closely with member states to enhance their capacity to produce, collect, share, and analyze data related to drugs and crime, thereby informing policy-making processes. The role requires a proactive approach to project implementation, research, and communication, ensuring that the findings are effectively disseminated to relevant stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Research and Awareness Specialist include organizing national and regional workshops on critical issues such as terrorism, violent extremism, transnational organized crime (TOC), drug trafficking, and trafficking in persons. The Specialist will support the development and implementation of national strategies addressing these issues and contribute to the creation of work plans, methodologies, and structures for research papers in collaboration with senior consultants and UNODC experts. Additionally, the Specialist will engage in field research on drugs and crime, collect and review data from various sources, and maintain databases on these topics. Communication responsibilities include drafting press releases, web stories, and social media posts, as well as preparing presentations for policymakers. The Specialist will also coordinate research initiatives with other UN agencies and support the organization of media events and report launches.

Required Qualifications:
Candidates must possess strong analytical and research skills, with a demonstrated ability to synthesize complex information into clear and actionable insights. Proficiency in project management and the ability to work collaboratively with diverse stakeholders are essential. The role requires excellent communication skills, both written and verbal, to effectively convey research findings to various audiences. Familiarity with the socio-political context of West and Central Africa, particularly regarding issues of drugs and crime, is highly desirable. Candidates should also exhibit adaptability and flexibility in a dynamic work environment, with a commitment to the values of the United Nations.

Educational Background:
A relevant educational background is required, typically a master's degree in social sciences, criminology, international relations, or a related field. Candidates with a strong academic foundation in research methodologies and data analysis will be preferred. Additional certifications or training in project management or related areas will be considered an asset.

Experience:
Candidates should have a minimum of 2-3 years of professional experience in research, analysis, or project implementation related to drugs and crime, preferably within an international or governmental context. Experience working with UN agencies or similar organizations will be an advantage. The ability to demonstrate a track record of successful project delivery and stakeholder engagement is crucial for this role.

Languages:
Fluency in English and French is mandatory, as these are the primary working languages of the UNODC in the region. Proficiency in additional languages relevant to the West and Central African context will be considered an asset, enhancing the Specialist's ability to engage with diverse communities and stakeholders.

Additional Notes:
The assignment will take place in Dakar, Senegal, which is classified as a family duty station (Hardship classification A). The living conditions in Dakar are generally good, with access to health services and a warm climate. The position may involve frequent missions to the region, and candidates should be prepared for this aspect of the role. Vaccinations against yellow fever, meningitis, and hepatitis A and B are recommended for all personnel.
