Job Overview:
The Consultant on Organizational Design will play a crucial role in optimizing the operational structure and processes of UN Women’s offices across the Asia-Pacific region. This position involves reviewing and advising on the organizational setup, individual terms of references (TORs), and business processes to enhance efficiency and effectiveness. The consultant will be responsible for conducting thorough analyses of existing structures and processes, identifying capacity gaps, and recommending improvements. The role requires collaboration with various stakeholders to ensure that the organizational design aligns with UN Women’s strategic priorities and operational needs, ultimately contributing to the organization's mission of gender equality and women's empowerment.

Duties and Responsibilities:
The Consultant will be tasked with several key responsibilities, including:
  • Reviewing and advising on the optimization of business unit operations based on strategic priorities and operational needs.
  • Analyzing individual TORs and providing recommendations for alignment and clarity.
  • Conducting a comprehensive review of office business processes and standard operating procedures (SOPs) to identify areas for efficiency improvements.
  • Assessing the capacity and skills of office personnel, identifying gaps, and advising on learning and capacity-building plans.
  • Evaluating the overall working environment of the office and suggesting measures to enhance staff engagement.
  • Preparing concept notes and work plans for specific assignments, including timelines.
  • Conducting desk reviews of relevant documents and engaging with key stakeholders through interviews and workshops.
  • Compiling findings and recommendations into a final report for each assignment.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in human resources management, organizational development, business administration, public administration, change management, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of 10 years of relevant experience in managing human resources and/or change management processes, with significant experience in Organizational Design and Development being a considerable advantage. Experience in management consulting, particularly within the UN system or public sector, is highly desirable, along with familiarity with UN Women or UNDP HR and Administrative policies.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as human resources management, organizational development, business administration, public administration, or change management. A first-level university degree may be accepted if accompanied by additional qualifying experience, emphasizing the importance of both formal education and practical experience in the field.

Experience:
The position requires a substantial level of experience, specifically a minimum of 10 years in managing human resources and/or change management processes. Candidates with experience in Organizational Design and Development will have a significant advantage. Furthermore, experience in management consulting, especially within the UN system or public sector, is highly desirable, indicating the need for a consultant who is well-versed in the complexities of organizational dynamics within international frameworks.

Languages:
Fluency in English is mandatory for this position, as effective communication is crucial in a multicultural environment. Knowledge of any other UN official language is considered an asset, enhancing the consultant's ability to engage with diverse stakeholders across the region.

Additional Notes:
This consultancy operates under a retainer contract, meaning that the consultant will be contacted by UN Women for specific assignments, which they may choose to accept or decline. The daily rate for the consultancy will be determined in accordance with UN Women policies, and the number of days worked will be established solely by UN Women. It is important to note that the retainer contract does not guarantee a minimum fee for the consultant. The consultancy is home-based, but the consultant may be required to travel as part of their assignments, with all travel arrangements made in accordance with UN Women’s Travel Policy.
