Job Overview: The Shelter and Settlement Team Leader is a pivotal role within DRC, responsible for overseeing the organization's response to shelter and infrastructure rehabilitation needs in Southern Ukraine. This position entails leading a team of Shelter and Settlement professionals, providing them with technical support and guidance, and ensuring that all technical aspects of the sector activities are effectively planned, implemented, and followed up. The Team Leader is expected to foster strong relationships with affected individuals, relevant stakeholders, and other humanitarian actors to facilitate the successful implementation and coordination of DRC's sector activities. The role requires exceptional leadership and organizational skills to navigate the complexities of humanitarian work in a challenging environment, ensuring adherence to DRC's procedures and contributing to the development of actionable strategies for the region.
Duties and Responsibilities: The primary duties and responsibilities of the Shelter and Settlement Team Leader include: Management of the Shelter and Settlement Team, which involves staff planning, performance management, and fostering the well-being and development of team members. Ensuring effective planning and quality implementation of all housing and settlement rehabilitation activities, conducting regular performance monitoring and quality assessments, and providing necessary technical support. Preparing timely weekly and monthly status reports to track progress and challenges. Overseeing program and operations to ensure efficient implementation within budget and work plans, participating in the preparation of core reports and budgets for donors, and leading the team in conducting monitoring and data assessments. Collaborating with internal and external technical experts on relevant sector issues and representing DRC at meetings and technical coordination gatherings. Developing project plans and budgets for funding, monitoring project instruments, and ensuring effective project implementation and reporting. Adhering to financial commitments and expenditures in line with the budget, planning logistics and personnel movements, initiating procurement processes, and preparing distribution plans for timely execution.
Required Qualifications: To qualify for this position, candidates must possess a completed higher specialized engineering education in fields such as construction, architecture, energy, or water supply. Proven management skills and competence in people management are essential, along with an excellent command of MS Word, Excel, and PowerPoint. Fluency in Ukrainian and an advanced level of English are mandatory. Additionally, candidates should demonstrate a strong understanding of the humanitarian context and the specific challenges faced in the region.
Educational Background: Candidates are required to have a higher specialized engineering education, ideally in construction, architecture, energy, or water supply. This educational background is crucial for understanding the technical aspects of shelter and settlement rehabilitation projects and ensuring compliance with relevant standards and regulations.
Experience: A minimum of 2 years of experience in management positions related to construction projects or the operation of enterprises is required. Additionally, candidates should have at least 2 years of practical experience in the NGO sector, particularly in roles that involve project management and implementation in humanitarian contexts.
Languages: Fluency in Ukrainian is mandatory, along with an advanced level of English. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by DRC.
Additional Notes: The position is offered on a contract basis for a duration of 9 months, with the possibility of extension based on performance and the availability of funding after a successful 3-month probationary period. The role is classified as managerial, and the designated duty station is Dnipro. The expected start date for this position is May 202
