Job Overview: The Programme Analyst position is pivotal in analyzing and assessing political, social, and economic trends that impact UNFPA's programs. Reporting to the Programme Specialist, Youth Team Lead, the analyst will work within a complex Country Office environment to support the effective management of UNFPA activities related to population and development, reproductive health, and gender. The role involves contributing to project formulation and evaluation, monitoring implementation results, and ensuring that systems and procedures are appropriately applied. The Programme Analyst will play a key role in aligning UNFPA's initiatives with government priorities and will be responsible for facilitating collaboration with various stakeholders, including government counterparts, NGOs, and other partners.
Duties and Responsibilities: The Programme Analyst will have a comprehensive set of responsibilities, including: collaborating with government counterparts and NGOs to design and implement the country programme; ensuring the establishment and implementation of monitoring and oversight mechanisms; analyzing the political, social, and economic environment relevant to UNFPA activities; preparing briefs and inputs for policy dialogue and technical assistancecoordination; assessing new policy developments and their implications for program execution; establishing collaborative relationships with executing agencies and other UN agencies; implementing knowledge management strategies to capture lessons learned; supporting advocacy and resource mobilization strategies by preparing relevant documentation and participating in meetings and public events.
Required Qualifications: Candidates must possess an advanced degree in health, population, demography, or a related social science discipline. Alternatively, a first university degree combined with four years of professional experience may be accepted in lieu of a master's degree. Additionally, candidates should have at least two years of increasingly responsible professional experience in areas related to adolescent sexual and reproductive health (ASRHR), HIV, and gender, preferably within public, NGO, or international institutions. Practical experience in the design, monitoring, and evaluation of development projects is essential, along with proficiency in office software and web-based management systems. Knowledge of project management, planning, reporting, and coordination, particularly within the UN system, is also required.
Educational Background: The educational background required for this position includes an advanced degree in health, population, demography, or a related social science discipline. A first university degree in a relevant field, combined with four years of professional experience, may be accepted in lieu of a master's degree. This educational foundation is crucial for understanding the complexities of population and development issues and for effectively contributing to UNFPA's mission.
Experience: Candidates should have a minimum of two years of progressively responsible professional experience in the substantive area, particularly in adolescent sexual and reproductive health (ASRHR), HIV, and gender. A solid track record in contract management systems, such as Atlas or Quantum, is also beneficial. Additionally, candidates should have experience in preparing for and participating in key youth events at both national and international levels, as well as proven experience in utilizing social media and ICT-based tools for advocacy purposes.
Languages: Fluency in both English and Portuguese is mandatory for this position, as effective communication in these languages is essential for the role.
