Job Overview:
The Chief of Compensation and Classification Section is responsible for overseeing the management of activities related to compensation and classification within the UN. This includes implementing the International Civil Service Commission (ICSC) methodology for establishing salaries for locally-recruited staff, classifying posts within the UN Secretariat, and managing the UN Global Centre for Human Resources (OneHR Centre). The role requires strategic oversight and operational management, ensuring that work programs are executed in a timely manner while coordinating with various stakeholders within the UN system. The Chief will also be involved in developing relationships with key partners, presenting salary survey results, and ensuring high-quality outputs from the section. This position demands a proactive approach to leadership, fostering teamwork, and maintaining effective communication across organizational units.

Duties and Responsibilities:
The Chief will plan and oversee the management of the Compensation and Classification Section's activities, ensuring timely execution of substantive work programs. Responsibilities include developing and strengthening relationships with Resident Coordinators and other stakeholders, managing the work program of the section, preparing reports for the CEB HR Network, and contributing to intergovernmental reporting on budget and program performance. The Chief will also ensure that outputs meet high-quality standards, prepare budgets, monitor performance, recruit staff while considering geographical and gender balance, and represent the section at inter-agency meetings. Additionally, the Chief will participate in international meetings, provide substantive expertise, and manage administrative tasks necessary for the section's functioning.

Required Qualifications:
Candidates must possess a strong background in human resources management, policy development, and compensation. The role requires a minimum of ten years of progressively responsible experience in relevant fields, including at least five years in a supervisory capacity and five years within an international organization. Experience in business process improvement, change management, and conducting salary surveys is desirable. The ideal candidate should demonstrate a comprehensive understanding of UN rules and regulations, as well as the ability to produce high-quality reports and manage diverse projects effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, finance, accounting, or law is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of ten years of progressively responsible experience in human resources management, policy development, compensation, job classification, administration, or financial management. At least five years of supervisory experience is essential, along with five years of experience in an international organization. Candidates with experience in business process improvement and change management, as well as those who have conducted and overseen salary surveys and job classifications, will be preferred.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage, enhancing the candidate's profile and ability to communicate effectively within the organization.
