The organization focuses on various areas including sustainable development, climate change, and social justice, and operates in multiple countries across the Arab region, working closely with governments, civil society, and other stakeholders to enhance regional cooperation and address pressing socio-economic challenges.

Job Overview:
The National Solar Energy Expert will play a crucial role in supporting ESCWA's project aimed at improving the mapping and monitoring of solar energy access in member states. This position involves conducting a national consultation workshop to assess data availability and quality regarding solar energy access, as well as drafting a comprehensive policy assessment report. The expert will engage with government officials and policymakers to gather insights and identify capacity gaps in solar energy access. The role requires a strong understanding of renewable energy policies and the ability to analyze data to inform evidence-based policymaking. The consultant will also provide technical training to government counterparts in Jordan, Lebanon, and Tunisia, enhancing their capabilities in solar energy monitoring and policy development.

Duties and Responsibilities:
The National Solar Energy Expert will be responsible for the following duties:
  • Organizing a national consultation workshop, including identifying and inviting stakeholders, contributing to the workshop agenda, and preparing the workshop report.
  • Preparing a national policy assessment report that includes conducting a desk review of national policy frameworks, collecting and analyzing data on energy balance and electricity mix, and conducting interviews with stakeholders.
  • Drafting and finalizing reports that include key findings and recommendations on policy opportunities related to renewable energy.
  • Preparing presentations to communicate the findings of the policy assessment report. The expert will work under the supervision of the Project Coordinator and collaborate with other consultants and stakeholders to ensure the successful execution of project activities.

Required Qualifications:
Candidates must possess a Master’s degree or higher in renewable energy and/or geographic information systems (GIS). A minimum of 10 years of relevant technical and policy work experience in Tunisia and/or the Arab region is required. Knowledge of GIS tools, satellite imagery, artificial intelligence, and remote sensing is desirable, along with proficiency in ArcGIS/ArcGIS Pro. Candidates must submit proof of their educational qualifications as part of the application process, as incomplete applications will not be considered.

Educational Background:
A Master’s degree or higher in renewable energy and/or geographic information systems (GIS) is mandatory for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the project’s objectives and deliverables.

Experience:
The position requires at least 10 years of technical and policy work experience specifically in the fields of renewable energy and geographic information systems. This experience should ideally be within the context of Tunisia and/or the broader Arab region, allowing the candidate to bring relevant insights and expertise to the role. Candidates should demonstrate a strong track record of working on projects related to solar energy access and policy development.

Languages:
Fluency in English, French, and Arabic is required for this position. The working languages of the United Nations Secretariat are English and French, while Arabic is a working language of ESCWA. Candidates must demonstrate fluency in all four areas of language proficiency: speaking, reading, writing, and understanding. Knowledge of additional languages may be considered an asset but is not mandatory.
