Job Overview: The Regional Director for the Middle East and North Africa will oversee the substantive work program of the Regional Office and manage activities undertaken by the office and its representatives. This role requires strategic leadership in coordinating human rights initiatives across the region, ensuring timely execution of programs, and fostering collaboration with various UN entities and external partners. The Regional Director will also engage in resource mobilization and advocacy efforts, representing the High Commissioner in various forums. Duties and Responsibilities: The Regional Director will be responsible for formulating and implementing the work program of the Regional Office, overseeing management activities, and ensuring timely execution of programmed activities. This includes directing and supervising the development and evaluation of technical cooperation projects, maintaining cooperation with Member States and civil society, and ensuring substantive support for human rights mechanisms. The Director will also engage in strategic resource mobilization, oversee the preparation of work programs, manage administrative tasks, recruit staff, and foster teamwork among staff members. Additionally, the Director will represent the Regional Office at various meetings and provide substantive expertise on human rights issues.
Required Qualifications: Candidates must possess a strong understanding of human rights issues and the ability to apply UN rules and regulations effectively. They should demonstrate professionalism, leadership, and communication skills, with a commitment to gender balance and diversity in staffing. The ability to manage performance, delegate responsibilities, and provide constructive feedback is essential. Candidates should also be proactive in developing strategies to achieve objectives and resolve conflicts effectively.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law, human rights, political science, international relations, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates must have at least 15 years of progressively responsible experience, with a minimum of 10 years in human rights or a related field, preferably at the international level. Experience in a multi-cultural environment and at least 7 years of supervisory and management experience are required. Familiarity with strategic resource mobilization and experience working in the Middle East and North Africa region are desirable.
Languages: English and French are the working languages of the United Nations Secretariat, with English being mandatory for this position. Proficiency in Arabic is desirable, enhancing communication and engagement with regional stakeholders.
