Job Overview:
The Assistant Programme CBI Officer position is crucial in the context of Lebanon, where nearly one million refugees from Syria and other nationalities are living in severe vulnerability. The role involves supporting the oversight, coordination, and implementation of UNHCR's cash assistance programming, which is essential for addressing the urgent needs of these refugees. The incumbent will work closely with various UNHCR teams and external partners to ensure the timely and accountable delivery of cash assistance. This position requires a strong understanding of cash-based interventions (CBI) and the ability to engage with diverse stakeholders, including government counterparts, NGOs, and other UN agencies. The Assistant Programme CBI Officer will also be responsible for monitoring partner performance, planning and budgeting, reporting, and managing cash-related risks and compliance. The role is designed to ensure that cash assistance is effectively integrated into the overall country operations plan and that it aligns with UNHCR's corporate policies and guidelines.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Programme CBI Officer include supporting the strategic use of cash-based interventions in operations, ensuring compliance with standard operating procedures, and assisting in the development of cash assistance programs. The incumbent will also support the procurement and contracting of financial service providers, provide technical support for planning and policy-making, and collaborate with various sectors to enhance the use of cash assistance in education, shelter, livelihoods, and health programs. Additionally, the Assistant Programme CBI Officer will establish monitoring processes for cash assistance, analyze trends, and assist in fulfilling reporting requirements. Required Qualifications:
Candidates must have relevant experience in cash-based assistance programs or humanitarian programming. Essential qualifications include knowledge and technical skills in the setup, design, implementation, and monitoring of cash-based interventions. Strong communication, analytical, and drafting skills are also required, along with the ability to engage with large datasets and produce data-driven reports. Familiarity with inter-agency cash coordination mechanisms and experience in emergency response situations are desirable attributes. Educational Background:
The educational background required for this position includes an undergraduate degree in fields such as Economics, Social or Political Science, Business Administration, Social Economics, or other relevant disciplines.
