Job Overview:
The consultant will be responsible for developing a comprehensive national safe internet guidebook for Jordan, which will serve as a critical resource for enhancing digital safety and cybersecurity awareness in the country. This position requires a deep understanding of digital technologies, cybersecurity frameworks, and the socio-economic context of Jordan. The consultant will conduct thorough research, including a review of existing national policies and international best practices, to inform the development of the guidebook. The role involves engaging with key stakeholders, including government agencies, civil society organizations, and the private sector, to gather insights and feedback that will shape the guidebook's content. The consultant will also ensure that the guidebook aligns with Jordan's national AI Strategy and Digital Transformation Strategy, contributing to the country's broader goals of economic modernization and digital inclusion.

Duties and Responsibilities:
The consultant's primary duties will include:
  • Reviewing national digital documents and existing policies related to digital transformation and innovation in Jordan.
  • Analyzing regional and international best practices for safe internet guidebooks and roadmaps, selecting at least two regional and two international cases for comparison.
  • Identifying and engaging with key national stakeholders through interviews and meetings, documenting discussions and feedback.
  • Contributing to sectoral workshops to discuss needs and priorities related to internet safety.
  • Preparing the guidebook based on a comprehensive analysis of best practices, gap analysis, and national needs, including a SWOT analysis.
  • Participating in national workshops to capture comments and discussions, and updating the draft proposal based on feedback from ESCWA and MoDEE teams.
  • Ensuring that gender considerations and youth dimensions are integrated throughout the research and writing process, using gender-sensitive language.

Required Qualifications:
Candidates must possess an advanced university degree in ICT, technology, engineering, computer science, or a related field. A Ph.D. degree is preferred. All applicants are required to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates should demonstrate strong analytical and research skills, with the ability to synthesize complex information into clear and actionable recommendations. Excellent communication and interpersonal skills are essential for engaging with stakeholders and facilitating discussions.

Educational Background:
An advanced university degree in ICT, technology, engineering, computer science, or a related field is required for this position. A Ph.D. degree is highly desirable, as it indicates a higher level of expertise and research capability in the relevant fields. Candidates must provide proof of their educational qualifications as part of the application process.

Experience:
A minimum of 5 years of experience in the field of digital technologies is required. Candidates should have a proven track record in research and analysis, particularly in the context of cybersecurity and digital transformation. Previous experience in management and planning is essential, as the consultant will need to coordinate with various stakeholders and manage the development process of the guidebook. Experience in delivering research papers and developing cybersecurity plans is also desirable, as it demonstrates the candidate's ability to contribute effectively to the project.

Languages:
Fluency in Arabic and English is required for this position, as these are the working languages of ESCWA. Candidates must demonstrate proficiency in all four areas of language use: speaking, reading, writing, and understanding. Knowledge of French is an asset, as it is one of the working languages of the United Nations Secretariat. Candidates should be able to communicate effectively with diverse stakeholders in both Arabic and English, ensuring that the guidebook is accessible to a wide audience.

Additional Notes:
The expected duration of the consultancy is 16 weeks, and the work location is primarily remote. The consultant will be required to submit deliverables in electronic format, including a comprehensive report in Arabic, with specific formatting requirements.
