Job Posting Organization:
The Initiative for Climate Action Transparency (ICAT) was established in 2015 during the COP that adopted the Paris Agreement. Its mission is to support the implementation of the Enhanced Transparency Framework of the Agreement. ICAT provides tailored support and practical tools to countries to build robust transparency frameworks necessary for effective climate action aligned with national development priorities. The organization operates globally, engaging with over 50 countries across Africa, Asia/Pacific, and Latin America and the Caribbean, focusing on various aspects of climate action transparency. ICAT is managed by UNOPS on behalf of its Donor Steering Committee, which includes donors from Austria, Canada, Germany, Italy, and the Children’s Investment Fund Foundation (CIFF).

Job Overview:
The Programme Manager position is located within the ICAT Secretariat in Bonn, Germany, and is part of the Country Support Team. This team is responsible for delivering support to countries through direct projects and regional climate action transparency hubs. The Programme Manager will work under the direct supervision of the Senior Programme Manager and will be tasked with coordinating the implementation of country projects, supporting the development of the ICAT Toolbox, and contributing to knowledge development and sharing. The role involves engaging with various stakeholders, managing project deliverables, and ensuring that the objectives of the ICAT initiatives are met effectively. The incumbent will primarily work with French-speaking countries, providing tailored technical support and facilitating capacity-building activities.

Duties and Responsibilities:
The Programme Manager will have a comprehensive set of responsibilities, including:
  • Supporting the coordination and implementation of ICAT’s country and regional projects, ensuring effective collaboration with implementing partners.
  • Reviewing project cooperation agreements and leading the development of work plans and budgets for country projects.
  • Providing input to scopes of work for grantee selection and procurement processes.
  • Monitoring project deliverables and ensuring compliance with agreements.
  • Compiling data and drafting reports for internal and external stakeholders.
  • Coordinating revisions to legal agreements and budgets, ensuring efficient communication among teams.
  • Reviewing and editing reports and communication materials.
  • Supporting the initiation and management of new projects, including liaising with country and regional focal points.
  • Establishing relationships with government and regional organizations to facilitate project implementation. 1
  • Organizing meetings and events, preparing necessary materials for stakeholders. 1
  • Contributing to the development of the ICAT Toolbox and knowledge-sharing initiatives. 1
  • Participating in external meetings and representing ICAT at various levels.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as environmental management, international relations, economics, or development studies. Alternatively, a first-level university degree (Bachelor’s) combined with two additional years of relevant professional experience may be accepted in lieu of a Master’s degree. Candidates should have a solid understanding of climate action transparency, particularly in relation to the Paris Agreement, and experience in program/project development or management related to climate change or environmental management. Experience in international cooperation and working with developing countries is desirable, along with the ability to coordinate multiple stakeholders effectively.

Educational Background:
The educational requirements for this position include an advanced university degree (Master's degree or equivalent) in relevant fields such as environmental management, international relations, economics, education, or development studies. A first-level university degree (Bachelor’s degree or equivalent) may be accepted if combined with two additional years of relevant professional experience. This educational background is essential for understanding the complexities of climate action transparency and capacity-building.

Experience:
Candidates should have at least five years of relevant working experience, which includes progressive experience in program or project development and management related to climate change or environmental management. At least one year of this experience should be specifically related to Nationally Determined Contributions, climate policies, or policy impact assessments. A solid understanding of transparency in the context of the Paris Agreement is required, and experience in international cooperation, particularly with developing countries, is highly desirable. Additionally, experience in coordinating multiple stakeholders in an international setting is advantageous.

Languages:
Fluency in written and spoken English and French is mandatory for this position. A working knowledge of another UN language, such as Arabic, Chinese, Spanish, or Russian, is considered an added advantage. This linguistic proficiency is crucial for effective communication with diverse stakeholders and for the successful implementation of projects across different regions.

Additional Notes:
The contract type for this position is an Individual Contractor Agreement (ICA), specifically at the IICA 2/ICS 10 level. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
