Job Overview:
The National Consultant of Interagency PSEA Coordinator will play a crucial role in supporting and tracking the implementation of the Protection from Sexual Exploitation and Abuse (PSEA) Action Plan and the UN’s Zero Tolerance Policy. This position involves coordinating and managing an in-country network on PSEA, which includes both UN and international and national NGOs. The consultant will work closely with the inter-agency international PSEA coordinator and will be responsible for ensuring that the PSEA Network in Myanmar effectively mitigates risks and responds to incidents of sexual exploitation and abuse. The consultant will also be tasked with capacity building, technical guidance, and ensuring that the PSEA initiatives are culturally appropriate and contextually relevant. This role is vital in fostering collaboration among various stakeholders to enhance the effectiveness of PSEA efforts in Myanmar.

Duties and Responsibilities:
The consultant will be responsible for several key areas:
  • Supporting the PSEA in-country program and coordination of the PSEA Network by collaborating with the international PSEA coordinator and Network co-chairs to represent the Network and make recommendations to relevant authorities.
  • Strengthening PSEA within organizations and the Network by reviewing and updating training materials, facilitating training sessions, and engaging with entities not currently participating in the PSEA Network.
  • Engaging with the community by developing culturally appropriate communication strategies and mapping complaints mechanisms to ensure accessible reporting channels for SEA allegations.
  • Supporting cluster/sector coordination by mainstreaming PSEA during planning and programming, and representing the Network in relevant meetings.
  • Providing technical support for the adoption of PSEA Minimum Operating Standards and facilitating training on good practices for handling SEA complaints.
  • Monitoring and evaluating the effectiveness of PSEA initiatives by keeping aggregate data on SEA trends and supporting stakeholders in program adjustments.

Required Qualifications:
Candidates must possess an advanced degree in law, gender studies, social sciences, international development, public health, or a related field. Additionally, candidates should have at least two years of field experience in humanitarian or development settings, ideally related to PSEA, gender, gender-based violence, or protection. A good understanding of international development and humanitarian architecture, including the UN system, is essential. Experience in inter-agency coordination roles and in developing and facilitating training and capacity-building activities is highly advantageous. Familiarity with data collection and confidentiality measures is also required.

Educational Background:
An advanced degree in law, gender studies, social sciences, international development, public health, or any other related field is required for this position. This educational background is crucial as it provides the necessary theoretical framework and understanding of the complex issues surrounding gender-based violence, protection, and humanitarian response.

Experience:
The position requires a minimum of two years of relevant field experience in humanitarian or development settings. This experience should ideally relate to PSEA, gender, gender-based violence, or protection. Candidates should demonstrate a good understanding of the international development and humanitarian architecture, particularly the UN system. Experience in an inter-agency coordination role is considered an advantage, as is experience in developing and facilitating training and capacity-building activities.

Languages:
Proficiency in English and Myanmar languages is mandatory for this position. Fluency in any other local languages is considered an asset, as it can enhance communication and engagement with diverse communities in Myanmar.
