Job Overview:
The WASH Regional Cluster Lead will be responsible for coordinating meetings and information sharing among WASH partners in East Ukraine. The role involves developing and supporting the implementation of a Sub-National WASH Cluster strategy, conducting joint assessments to identify needs and gaps, and providing regular updates to the National Cluster. The position requires the individual to be the focal point for WASH response plans and operations within the designated area, as well as to develop and facilitate contingency and preparedness plans for the Sub-National Cluster. Regular monitoring visits to all focus area locations are expected, along with promoting the development of emergency WASH capacity among partners and local authorities. The role is critical in addressing the humanitarian needs arising from the ongoing conflict in Ukraine, particularly in the context of massive displacements and the need for effective water, sanitation, and hygiene interventions.

Duties and Responsibilities:
  • Develop and support the implementation of a Sub-National WASH Cluster strategy.
  • Coordinate and conduct joint assessments to identify needs and gaps in the focus area.
  • Provide regular inputs on activities and issues to the National Cluster.
  • Conduct actors mapping in the area of responsibility.
  • Serve as the focal point for WASH response plans and operations for OCHA and the ICWG.
  • Develop and facilitate the implementation of contingency and preparedness plans for the Sub-National Cluster.
  • Undertake regular monitoring visits to all focus area locations.
  • Coordinate and promote the development of partners' and local authorities’ emergency WASH capacity.
  • Ensure that gender equality is promoted by addressing the needs, contributions, and capacities of all genders. 1
  • Liaise with local authorities and water department entities to ensure effective coordination and response.

Required Qualifications:
  • University level degree, preferably a Master's degree in Water Sanitation and Hygiene, Engineering, Civil Engineering, Construction, Environment, or Geology.
  • A minimum of 3-4 years of experience in the humanitarian sector.
  • At least 1-2 years of experience in similar positions.
  • Knowledge and experience in WASH emergency responses, including water treatment, sewage systems, water networks, and boreholes.
  • Strong coordination skills and the ability to negotiate with local partners and authorities.
  • Excellent written and oral communication skills.
  • Capacity to support the preparation and implementation of WASH-related assessments.

Educational Background:
The position requires a university-level degree, with a preference for candidates holding a Master's degree in relevant fields such as Water Sanitation and Hygiene, Engineering, Civil Engineering, Construction, Environment, or Geology. This educational background is essential to ensure that the candidate possesses the necessary technical knowledge and skills to effectively manage WASH interventions in a humanitarian context.

Experience:
Candidates should have a minimum of 3-4 years of experience working in the humanitarian sector, with at least 1-2 years in similar positions. This experience is crucial for understanding the complexities of humanitarian operations and the specific challenges associated with WASH interventions in conflict-affected areas. The candidate should demonstrate a proven track record of successfully managing WASH programs and coordinating with various stakeholders.

Languages:
Fluency in English is mandatory for this position. Proficiency in Ukrainian and Russian is preferred, as these languages will facilitate communication with local partners and communities. The ability to communicate effectively in these languages will enhance the candidate's capacity to engage with stakeholders and ensure the successful implementation of WASH initiatives.

  • The role is based in Dnipro, Ukraine, and involves a salaried position starting from EUR 3080 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 700 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a system of breaks during the assignment, allowing for time off every three months, along with additional rest days. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, dental, and repatriation costs. Living conditions in Dnipro are described as having basic services, with good internet and social opportunities, although field bases may have more basic living conditions.
