Job Overview:
The Policy and Strategic Partnership Adviser plays a crucial role in providing policy, programmatic, and resource mobilization support to the Regional Office, particularly in building partnerships and joint work programming with the ASEAN and other International Financial Institutions (IFIs) in Asia and the Pacific. This position is pivotal in identifying and advancing new opportunities for partnership growth, especially in the areas of climate finance, sexual and reproductive health and rights (SRHR), gender-based violence (GBV), and population dynamics. The adviser will work closely with technical and program staff across the region to develop and implement strategies that align with UNFPA's strategic plan (2022-2025), which focuses on transformative results aimed at ending preventable maternal deaths, unmet needs for family planning, and gender-based violence. The adviser will also be responsible for liaising with various stakeholders, ensuring that UNFPA's engagement strategies are effectively executed and that the organization is positioned as a leader in regional cooperation mechanisms.

Duties and Responsibilities:
The Policy and Strategic Partnership Adviser will undertake a variety of key activities, including serving as the principal liaison for the ASEAN Secretariat and other relevant bodies, coordinating interagency collaboration activities, and continuously mapping priority areas of work for UNFPA's engagement with ASEAN. The adviser will develop and implement regional strategies for partnership engagement, focusing on high-level policy advocacy and resource mobilization, particularly in climate financing. Responsibilities also include preparing country offices for their host country's chairmanship of ASEAN, providing quality assurance for documents and statements, and facilitating timely information exchange among UNFPA country offices and other UN agencies. The adviser will offer timely advice to country offices regarding their engagement with ASEAN and ADB, gather information on emerging priorities, and ensure effective knowledge management and exchange with other offices. Additional duties may be assigned by the Regional Director or Deputy Regional Director as needed.

Required Qualifications:
Candidates must possess an Advanced University Degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. A minimum of 10 years of progressively responsible professional experience in public administration and international development is required, with at least 8-10 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Candidates should demonstrate professionalism, strong rapport-building skills, and a proven track record in advocacy and policy dialogue. Strong time-management and organizational skills are essential, as well as the ability to identify new partnership opportunities and experience in international development, particularly within the UNFPA mandate.

Educational Background:
An Advanced University Degree is required in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to UNFPA's mission and objectives.

Experience:
Candidates should have at least 10 years of increasingly responsible professional experience in public administration and international development, with a strong focus on population and development, sexual and reproductive health, or humanitarian contexts. Experience at both national and international levels in advocacy and policy dialogue is crucial, as is field experience, particularly in developing, humanitarian, or crisis contexts. The ability to manage resources effectively and deliver high-quality results is also essential.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it enhances communication and collaboration with diverse stakeholders and partners across the region.
