Job Overview: The MCH Indonesia Consultant position is crucial in addressing the high rates of maternal and newborn mortality in Indonesia, particularly in North Sumatra. The consultant will engage with various stakeholders, including international NGOs, local NGOs, civil society organizations, and government bodies, to assess the current maternal and child health (MCH) ecosystem. The role involves understanding the challenges faced by these organizations, analyzing the flow of information, and evaluating health financing and service delivery arrangements at the local level. The consultant will work autonomously while collaborating with the Global Operations Asia team and receiving technical support from various departments within PSI. The ultimate goal is to contribute to systemic changes that improve maternal health outcomes in Indonesia.
Duties and Responsibilities:
Conduct health system landscaping by collecting, analyzing, and synthesizing information related to Indonesia's health system and health financing environment, focusing on North Sumatra and MCH.
Develop user-friendly processes and tools to facilitate landscaping exercises.
Identify local community-based organizations in North Sumatra involved in maternal health work and assess their quality and impact of care.
Analyze financial management capabilities of these organizations to understand risks and capacity-building needs.
Engage with key stakeholders to gather insights on their needs and challenges.
Analyze how information is shared across different levels of the health system.
Evaluate the operationalization of health financing and service delivery arrangements at the local level, including funding flows and governance.
Provide recommendations for improving maternal health services based on findings.
Minimum of 10 years of experience in the health sector with increasing levels of responsibility.
At least five years of relevant experience in maternal and child health, preferably with national governments or community-based organizations.
Strong strategic and analytical skills.
Experience working with a diverse range of stakeholders, including donors.
Excellent interpersonal, writing, and presentation skills.
A keen sense of urgency and strong work ethic, with the ability to navigate a dynamic environment.
Educational Background: Candidates must possess a graduate degree in public health, Nursing, Midwifery, or a related field. This educational background is essential for understanding the complexities of maternal and child health and the health systems in which these services are delivered.
Experience: The position requires a minimum of 10 years of experience in the health sector, with at least five years specifically focused on maternal and child health. Candidates should have a proven track record of working closely with national governments or community-based organizations, demonstrating increasing levels of responsibility throughout their careers.
Languages: Fluency in written and oral English is mandatory. Additionally, proficiency in Batak or other languages native to North Sumatra is desired, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: The position is based in Indonesia, ideally in North Sumatra, and may require travel within the region. The consultant will work full-time and is expected to operate with a high degree of autonomy while collaborating with various teams within PSI.
