Job Overview:
The Project Director for the Cambodia One Health Project will lead the successful implementation of the project throughout its lifecycle, from start-up to close-out. This role requires an international expert in One Health or Animal Health/Antimicrobial Resistance, responsible for ensuring technical implementation, financial compliance, and oversight of project staff. The Project Director will oversee the project team to ensure high standards of excellence in achieving project goals and targets within budget. This position also involves providing technical thought leadership, managing risks, monitoring finances, and liaising with national stakeholders, including the Ministry of Health. The role requires a commitment to using evidence to improve project design and implementation, ensuring alignment with PSI's Global Strategy.

Duties and Responsibilities:
The Project Director will be responsible for program leadership and management, including financial oversight and compliance. Key responsibilities include:
  • Leading project implementation and ensuring adherence to technical and financial standards.
  • Managing and supervising project staff, fostering a collaborative and high-performance culture.
  • Providing thought leadership and technical guidance on One Health initiatives.
  • Representing PSI externally and liaising with donors and stakeholders.
  • Ensuring compliance with donor requirements and managing programmatic and financial reporting.
  • Monitoring project performance and making necessary adjustments to achieve objectives.
  • Engaging with government entities and other organizations to enhance project impact.
  • Traveling internationally (10-25%) as required for project needs.

Required Qualifications:
Candidates must possess a Master’s Degree (or international equivalent) in fields such as MSc, MPH, MBA, MHA, or MPA. A minimum of 10 years of related work experience in technical and/or management leadership in global health programs is required, preferably with a focus on One Health in Cambodia or similar contexts. Candidates should have at least 7 years of experience navigating complex governmental approval processes and familiarity with global health security" style="border-bottom: 1px dotted #007bff !important;">security. Knowledge of the legal and institutional frameworks for One Health in Cambodia is essential, along with connections to relevant organizations. Experience in leading multi-sectoral global health programs, including monitoring and evaluation, is also required, along with at least 5 years of supervisory experience.

Educational Background:
The educational background required for this position includes a Master’s Degree or an equivalent qualification in a relevant field such as public health, business administration, or health administration. This advanced education is critical for understanding the complexities of global health programs and the specific challenges associated with One Health initiatives.

Experience:
The position requires extensive experience, specifically at least 10 years in global health program management or technical leadership roles. Candidates should have a proven track record of managing complex operations in challenging environments, particularly in developing countries. Experience in donor relations and managing government partnerships is also crucial, as is familiarity with the specific health challenges faced in Cambodia or similar regions.

Languages:
Fluency in English is mandatory for this position, given the international nature of the role and the need for effective communication with stakeholders. Knowledge of Khmer or other local languages would be advantageous but is not explicitly required.
