Job Overview:
The Electoral Officer (Logistics) will play a crucial role in supporting the electoral process in South Sudan by providing logistical assistance and capacity-building to national counterparts. This position is integral to the UN Integrated Electoral Assistance Team (IEAT) and involves working closely with the National Elections Commission (NEC) to ensure that electoral logistics are managed effectively. The officer will be responsible for assessing logistics needs, developing contingency plans, and coordinating the delivery and storage of election materials. The role requires a deep understanding of electoral processes and the ability to navigate the complexities of logistics in a post-conflict environment. The officer will also be expected to document best practices and lessons learned to enhance future electoral operations, ensuring that the support provided contributes to credible and inclusive elections.

Duties and Responsibilities:
The duties and responsibilities of the Electoral Officer (Logistics) include:
  • Providing and supervising electoral support and technical assistance in logistics operations.
  • Leading guidance efforts for national counterparts on electoral logistics management, including planning, delivery, storage, and retrieval of election materials.
  • Assessing the logistics and asset management needs of the NEC and creating plans to address identified gaps.
  • Coordinating logistical support within the UN and broader electoral assistance framework.
  • Developing contingency plans that consider geographical and infrastructural challenges.
  • Conducting field assessments to determine logistical resources and incorporating findings into logistics plans.
  • Drafting technical specifications for logistics support covering equipment and service contracts.
  • Identifying and mitigating risks associated with logistics operations, in coordination with security advisors.
  • Coordinating logistics for electoral events and daily activities of the NEC. 1
  • Contributing to capacity-building initiatives and supervising staff performance. 1
  • Establishing partnerships with national counterparts and stakeholders. 1
  • Documenting lessons learned and providing regular briefings and reports. 1
  • Performing other related duties as required.

Required Qualifications:
The position requires a minimum of seven years of progressively responsible experience in elections and related areas, with at least three years in supervising or advising on electoral logistics operations. Candidates should have experience in managing electoral processes in at least three countries, with a preference for those who have worked in developing or post-conflict environments. Experience in supporting an Election Management Body and managing diverse teams is essential. Knowledge of international electoral standards and practices is also required, along with the ability to work collaboratively in a multicultural environment.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in political science, international relations, law, public administration, logistics, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of programs in data analytics or business analytics is desirable, indicating a strong analytical capability relevant to the role.

Experience:
The role requires extensive experience in electoral logistics, with a minimum of seven years in progressively responsible positions. Candidates should have a proven track record of supervising and implementing electoral processes, particularly in logistics operations. Experience in managing projects and engaging in bilateral or multilateral negotiations is also desirable. Previous work in a UN peacekeeping operation or political mission is highly valued, as is experience in post-conflict situations.

Languages:
Fluency in English (both oral and written) is mandatory for this position, as it is one of the working languages of the United Nations. Knowledge of French is also beneficial, and familiarity with Arabic is desirable, reflecting the linguistic diversity of South Sudan and the region.
