Job Overview:
The Individual Consultant for Policy Communications & Knowledge Management will play a crucial role in supporting the UNFPA Odisha State Office. This position is designed for a dynamic individual who can contribute to the development and execution of communication strategies that align with UNFPA's mission and objectives. The consultant will be expected to engage in extensive research and analysis, develop policy advocacy materials, and facilitate knowledge management initiatives. The role requires a deep understanding of the socio-cultural context of Odisha and the ability to visualize data effectively for diverse stakeholders. The consultant will work closely with the Head of Office and the Communications and Media unit to ensure that the communications strategy is comprehensive and impactful, ultimately contributing to the goals of the UNFPA's Country Programme.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities, including:
  • Conducting research and analysis on policies relevant to UNFPA's mandate in Odisha.
  • Developing and executing state-specific communications and advocacy strategies.
  • Creating policy advocacy materials such as reports and policy briefs.
  • Streamlining knowledge management processes and facilitating capacity-building sessions for state and district teams.
  • Developing a comprehensive communications strategy for UNFPA Odisha, including programmatic communications products.
  • Documenting flagship programs and creating compelling narratives.
  • Coordinating with partners to execute communication products and maintaining a database of communication assets.
  • Utilizing data visualization techniques to translate complex data into engaging narratives.
  • Supporting event curation and facilitating dialogues between government, civil society, and communities. 1
  • Performing additional duties as assigned by the State Head.

Required Qualifications:
Candidates must possess a university degree (Graduate) or equivalent qualification in communications, journalism, public relations, development, international relations, social sciences, public administration, or related fields. A minimum of 4-5 years of relevant experience in communications is required. Proven experience in English and Odia editing and writing, familiarity with development sector language and style, and proficiency in design software and GIS tools are essential. Knowledge of social media platforms and UNFPA mandate issues is an asset. Candidates should demonstrate strong writing and editing skills, visual communication abilities, and experience in multimedia content creation.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as communications, journalism, public relations, or social sciences. Candidates should have a solid understanding of the development sector and be able to apply their knowledge effectively in a practical context.

Experience:
The position requires at least 4-5 years of relevant experience in communications, with a proven track record of developing and executing communication strategies. Candidates should have experience working in the development sector and familiarity with UNFPA's mandate and objectives will be advantageous.

Languages:
Fluency in English is mandatory, with strong writing and editing skills. Proficiency in Odia is an added advantage but not required. Candidates should be able to communicate effectively with diverse stakeholders and adapt their communication style to different audiences.

Additional Notes:
This is a part-time to full-time consultancy position with a duration of 11 months. The regular working schedule is Monday to Friday from 9:30 AM to 6:00 PM. The consultant will be based in Bhubaneswar, Odisha, and may be required to travel as necessary, with travel costs covered by UNFPA. All deliverables must be submitted electronically, and all products developed will become the property of UNFPA. The consultancy fee will be commensurate with the candidate's salary history and qualifications.
