Job Overview:
The Monitoring and Evaluation Analyst (Database) position is integral to the Local Assistance Myanmar Programme (LAMP), which prioritizes assistance for vulnerable populations in crisis-affected areas of Myanmar. The role involves supporting the program by designing and managing a database system tailored to the program's needs, ensuring accurate data collection, reporting, and analysis. The analyst will work closely with the Senior Programme Manager and Deputy Programme Manager, adhering to UNOPS policies and procedures. The position emphasizes the importance of data-driven decision-making, accountability, and effective program monitoring and evaluation, contributing to the overall success of LAMP's objectives.

Duties and Responsibilities:
The duties of the Monitoring and Evaluation Analyst (Database) include designing and constructing a comprehensive database system that captures essential program information, such as geographical coverage, implementing partners, program indicators, and beneficiary data. The analyst will assist in developing data entry formats and reporting designs, consolidating data reports from partners, and ensuring data accuracy and consistency. Responsibilities also encompass managing the database, troubleshooting issues, optimizing performance, and maintaining up-to-date datasets. The analyst will create data visualizations to illustrate program achievements and maintain strict confidentiality of data. Additionally, the role involves generating reports, verifying data with program officers, conducting data analysis, and preparing dashboards for various reporting needs. Training for implementing partners' M&E staff on database management may also be required, ensuring effective data management practices are upheld throughout the program.

Required Qualifications:
Candidates must possess a first-level university degree (Bachelor's) in data science, data analytics, statistics, or a related field. An advanced degree (Master's) in a relevant field is desirable and may substitute for two years of work experience. A minimum of two years of experience in research, data analytics, or programming is required, along with proficiency in Microsoft Excel for database design and data quality assurance. Experience in data analysis and report production is essential, as well as excellent computer skills, including familiarity with Big Query, Google Data Studio, and other data processing tools. Experience in training personnel in database management and software applications is preferred, along with the ability to document database design and operating manuals.

Educational Background:
The educational background required for this position includes a first-level university degree (Bachelor's) in data science, data analytics, statistics, or a related field. An advanced university degree (Master's) in a relevant discipline is desirable but not mandatory, as it can substitute for two years of relevant work experience. This educational foundation is crucial for understanding the complexities of data management and analysis within the context of program monitoring and evaluation.

Experience:
The position requires a minimum of two years of relevant experience in research, data analytics, programming, or related fields.
