Job Overview: The International Evaluator Team Member will play a crucial role in the evaluation of the Viet Nam 2022-2026 One Strategic Framework for Sustainable Development Cooperation (CF). This evaluation aims to assess the contributions of various UN programs, projects, and activities towards achieving the SDGs and national development priorities in Vietnam. The evaluator will work closely with the National Team Leader and other team members to design the evaluation process, produce key deliverables such as the inception report and final evaluation reports, and ensure that all outputs are aligned with international best practices. The position requires a strong understanding of cross-cutting issues, including gender equality, human rights, and sustainability, and the ability to contextualize these within the Vietnamese context. The evaluator will also be expected to participate in meetings and workshops, providing insights and recommendations based on their expertise.
Duties and Responsibilities: The International Evaluator will be responsible for several key deliverables throughout the evaluation period, which spans from early March 2025 to the end of August 202
The primary duties include:
Collaborating with the National Team Leader to design the evaluation framework and methodology.
Producing the Inception Report by the end of March 2025, outlining the evaluation approach and key questions.
Drafting and finalizing the Evaluation Reports, including actionable recommendations, with the draft due by mid-June 2025 and the final report by the end of July 202
Contributing to the drafting of follow-up actions and mechanisms for the Management Response from mid-July to the end of August 202
Actively participating in various meetings and workshops, providing presentations and inputs as required by the Evaluation Manager.
Ensuring that all deliverables are submitted in both English and Vietnamese and are endorsed by the Evaluation Manager.
Required Qualifications: Candidates must possess advanced university-level education in evaluation or relevant fields related to the CF areas of work. They should demonstrate a proven ability to contextualize international frameworks within national or local contexts. Additionally, candidates must have a strong understanding of global best practices in mainstreaming cross-cutting issues such as Leaving No One Behind (LNOB), human rights-based approaches (HRBA), gender equality, disability inclusion, sustainability, and accountability. Knowledge of UN system operations and inter-agency coordination mechanisms is essential, along with proven experience working with government agencies, civil society organizations, and other stakeholders in collaborative frameworks. Previous experience contributing to UNDAF or CF evaluations or similar processes is highly desirable. Candidates must also declare any potential conflicts of interest during the application process.
Educational Background: The position requires candidates to have an advanced university degree in evaluation or in fields relevant to the areas of work covered by the Cooperation Framework. This educational background is crucial for understanding the complexities of the evaluation process and the specific context of Vietnam's development goals.
Experience: Candidates should have significant experience in evaluation processes, particularly in the context of UN programs or similar frameworks. This includes experience in designing evaluations, conducting assessments, and producing high-quality reports that inform policy and program decisions. Experience working in Vietnam or similar contexts is an advantage, as it allows for a better understanding of local dynamics and challenges.
Languages: Excellent verbal and written communication skills in both English and Vietnamese are mandatory for this position. The ability to report and present findings clearly and effectively is essential. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The expected duration of the contract is from March 1, 2025, to August 31, 2025, with a total of 15 working days allocated for the evaluation tasks.
