Job Overview:
The consultant will play a crucial role in addressing methane emissions in the Asia-Pacific region, which is a significant contributor to global methane emissions. The position involves conducting comprehensive research and analysis to develop a policy brief that explores the interlinkages between methane emissions and low-carbon policies at the urban level. The consultant will be expected to engage in planning meetings, undertake literature reviews, and synthesize research findings to provide actionable recommendations for policymakers. The role also includes reviewing and editing a pre-drafted handbook on methane, ensuring that it serves as a useful reference for the project team. The consultant will have the opportunity to present findings at a regional policy dialogue, contributing to discussions on sustainable urban development and climate action.

Duties and Responsibilities:
The consultant's duties include participating in planning meetings with ESCAP to discuss the scope of work and timelines, conducting literature reviews on methane emissions and local climate policies, preparing an annotated outline for the policy brief, drafting the policy brief, contributing to the development of key messages for a regional policy dialogue, and preparing presentation slides for the findings. The consultant will also be responsible for identifying urban sources of methane in the region and approximating emissions contributions from each source, utilizing available data and information.

Required Qualifications:
The position requires a minimum advanced degree in environmental science, climate change, energy, urban development, or a related field. The consultant should have experience in environmental or urban climate-related research and policy analysis, as well as the publication of policy-oriented knowledge products. Expert knowledge and understanding of climate change and greenhouse gas emissions are essential, along with experience working with UN agencies on environment, energy, and urban issues. Organizing environment-related meetings is considered an advantage.

Educational Background:
Candidates must possess an advanced degree in a relevant field such as environmental science, climate change, energy, or urban development. This educational background is crucial for understanding the complexities of methane emissions and their relationship with urban climate policies.

Experience:
The consultant should have substantial experience in environmental research, particularly related to climate change and urban development.
