Job Overview: The position involves being part of the evaluation team for the Viet Nam One Strategic Framework for Sustainable Development Cooperation (CF), which is a collaborative effort between the UN and the Government of Viet Nam. The evaluation aims to assess the contributions of various UN programs and projects to the CF outcomes from 2021 to June 202
The role requires collaboration with other team members to ensure a comprehensive evaluation framework, focusing on specific CF outcomes while adhering to a common evaluation methodology. The consultants will be responsible for data collection, analysis, and providing substantive inputs to various reports and deliverables throughout the evaluation period.
Duties and Responsibilities: The National Team Members will have several key responsibilities, including:
Evaluating specific CF Outcomes while adhering to the established evaluation methodology.
Collaborating with other team members to ensure an integrated evaluation framework.
Conducting data collection and analysis, including desk reviews and interviews.
Participating in field visits to gather data relevant to their assigned CF Outcome.
Contributing to the inception report, draft and final evaluation reports, and other deliverables as required.
Engaging in meetings and workshops as directed by the Evaluation Manager, providing presentations and inputs as necessary.
Required Qualifications: Candidates must possess advanced university-level education in evaluation or relevant fields related to the CF areas of work. They should have proven experience in conducting evaluations of complex programs and themes, along with strong knowledge of UN programming principles, including leaving no one behind (LNOB), human rights-based approaches, gender equality, sustainability, and resilience. A good understanding of the SDGs and their implications for development cooperation is essential, as well as familiarity with multilateralism and the UN System's role in development cooperation in Vietnam.
Educational Background: A relevant advanced university degree is required, preferably in evaluation, social sciences, international development, or related fields. Candidates should have a strong academic background that supports their understanding of evaluation methodologies and frameworks relevant to the CF evaluation.
Experience: Candidates should have significant experience in conducting evaluations, particularly in complex programmatic contexts. Experience working with UN agencies or similar international organizations is highly desirable. The role requires a demonstrated ability to analyze and synthesize information effectively, as well as experience in engaging with stakeholders at various levels.
Languages: Fluency in both English and Vietnamese is mandatory, with excellent verbal and written communication skills. Candidates should be able to communicate clearly and effectively in both languages, as all key deliverables will need to be submitted in both English and Vietnamese.
Additional Notes: The expected duration of the consultancy is from March 1, 2025, to August 31, 2025, with a total of 40 working days for each consultant. The position is based in Hanoi, with potential field trips required in other locations in Vietnam.
